As the main evaluation standards of the quality of government management is the job performance,the performance management is becoming popular practice of contemporary government reform.In recent years, the government departments give more and more attention to the application of performance, and there are more and more researches on the performance management of the domestic departments.At present,the research on the performance management of the domestic departments is mainly focused on the organization performance management,however,the research on various government departments of performance management is not distinguished from the overall department,and there are even less study of human resource performance management of the tax inspection department. Tax inspection departments is the government departments of economic management that ensure the implementation of national tax laws and regulations,and escort for economic and social development. The research on human resource performance management of tax inspection department is conductive to improve the ability level of tax auditing department of the human resources management as soon as possible,and simulate the potential of the individual through the scientific human resource performance management.We analyse the present situation of human resources management of National Taxation Bureau Inspection Bureau of Shenzhen Nanshan District,and summed up the existing problems of the Inspection Bureau of Shenzhen Nanshan District tax in human resources management in this paper:dual-inspection doesn’t makeup each other,and also lead to performance appraisal of the chaos; evaluation index can not reflect the overall performance; the performance appraisal is equivalent to performance management,and lack of feedback and analysis of performance;the use of the evaluation results are not comprehensive; the appraisal method is not scientific; information construction can not be kept.There are several problem that can be found in the human resource management of our tax inspection in many aspects from the individual case especially in the management efficiency. The current management is mainly based on consciousness and need of superior,and the department staff is lack of enthusiasm and creativity.As the appraisal method is not scientific,the human resources performance evaluation is still using the government unified standard. The implementation and performance evaluation is only attached to the performance management,and is easy to lead to aministrative omission, so the human resources performance management of tax inspection department is very necessary. The implementation of the tax inspection of human resources performance management can improve tax inspection organs of public service quality through scientific human resources performance management, and strengthen tax inspection,so as to ensure correct implementation,smooth operation of tax law, tax revenue to the state treasuryin a timely manner, to make tax become the comprehensive economic leverage to the socialist market economic system. And because the tax department has just begun to explore performance management,the tax authorities at all levels are in practice, so the study of human resource performance management of the tax department is urgent. According to the basic theory of performance management and performance management,especially in the theory of the balanced scorecard,we precessed several suggestions of the improvement of human resources performance management of tax inspection departments with reference to other departments and the domestic tax department performance management experience aiming at some problems appeared in the performance management system,firstly,it is to optimize the the performance appraisal system through a comprehensive appraisal object, detailed assessment indicators, scientific design criteria, expand the main assessment, performance appraisal,strengthen the application of performance results; secondly,it is combined with the optimization of the performance appraisal system proposed in this paper,we design the human resources performance assessment index system of Audit Bureau of Nanshan District state in Shenzhen city.and go to the details design by using the Balanced Scorecard theory in the financial dimension, customer dimension, internal operation dimension, learning and growth dimensions of specific indicators,and design four comparison of operational performance appraisal table;thirdly,we give the advice to strengthen the performance feedback and application, so as to strengthen the management of process management and communication, and improve the working enthusiasm of human resources,improve performance through feedback. fourth,we give the advice to regulate tax auditing department of human resources management, and provides the system safeguard for the human resource management of the tax inspection departments.fifth,We give the advice to establish the electronic information system of performance management,and to strengthen and improve the tax inspection department by fully using information technology and modern technology.Through the above measures,we need to establish scientific human resources performance management system of tax inspection departments,so as to effectively stimulate the tax inspection department staff team,and to improve the administrative efficiency of the tax inspection.
