A Research On The Construction Of The New Think Tank In Jiangsu Province

Since the reform and opening-up policy, it has become the significant goal for the development of public policy to deepen the reform of public decision-making mechanism and to promote the multiple participation and social shared governance.Think tank is the product of modern system of decision-making,which plays a crucial role in decision consultation system and also has a crucial influence on promoting scientific and democratization of government’s decision-making.However, compared with the western developed countries, the think tank in our country is relatively lagging in both the reality of development and theory construction. Meanwhile, due to the particular social system, laws and regulations and policy culture, Chinese think tank is characterized by the some exclusive features. Therefore, it’s of high theoretical and practical significance to conduct a further research on Chinese think tank and problems related to it. This thesis takes the think tank of Jiangsu as the sample, starts from teasing out the connotation of the construction of think tank and related theory. What’s more, it will also analyze existing problems of Jiangsu think tank in terms of the type of organization and the model of operation. Drawing lessons from the experience of construction of the international think tank, we will put forward more competitive and influential mentality and approaches to quicken the new system of think tank, which is also in accordance with the Jiangsu’s requirements of "Two Advancement".This thesis believes that, with the development since reform and opening-up for 30 years, Jiangsu think tank institutions have increased fastly, with various organizations of six types as think tank that directly under the government, think tank of social sciences research, think tank of party school, think tank of colleges and universities, think tank of mass media and the folk think tank. Moreover, there are large amount of decision consultation platforms of Jiangsu Development High-Level Forum, Jiangsu Development International Consultation Conference, Jiangsu Decision Consultation of International think tank of High-level Expert Symposium, Jiangsu Decision Consultation Study Base and Decision Consulting Expert Database, preliminarily forming the organization system of Jiangsu think tanks. Adopting the empirical study in this thesis, four influences, from the perspective of the public policy process, of Jiangsu think tank have been proposed in Concept of government decision-making, public decision-making, public policy implementation and public policy Evaluation. This thesis works out several main approaches that influence the government decision, which contains the undertaking of commissioned project,printing and reporting of all kinds of internal references, holding various academic conferences and forums, participating in important conferences or lessons and compiling publishing books, etc.The focus in the research of Jiangsu think tank is also an important part of this thesis,from which the role of Jiangsu think tank in the development of social economy can be seen. This thesis starts from the perspective of supply requirements, analyzing the leading problem in details and focusing on the following contents which include basic modernization,motivation drives the development,deepen reform transformational development and other great stragetic problems. Besides,concerning modern industry,open economy and ecological civilization construction.The real problem is that the hot topic is hard to be realized in the economy operation, the people’s livelihood and the social construction and so on.In this paper,with high closeness degree of the current research areas of Jiangsu think tank and the central work of the government,the research contents cover a wide range and have strong comprehensiveness;and the suggestions of the decision consulting are highly targeted and operational.The systematic analysis of Jiangsu think tank’s organization form and operation mode mainly aims to summarize the rich practice and successful experience of Jiangsu think tank’s construction.As a result,it has established the foundation of theory and practice for our province to build a new think tank for a period of time in the future.Meanwhile, when it is in the successful practice of in-depth research of Jiangsu think tank’s construction, this article starts from the macro, meso, and micro latitudes, clearly analyzing the problems existing in the construction of Jiangsu think tank.Analyzing from a macro perspective,the systematic barriers of restricting the think tank’s development still exist.For example,the decision consulting market develops deficiently, especially the governments below the level of county lack a strong awareness of the decision consulting;the legal institutions of the decision consulting is not so sound, especially the legal institutions of guaranteeing the think tank’s status and function is not so improved;the social environment of the decision consulting is not much perfect,few consciousness of political participation of the social public also exists many misunderstandings in the recognition of the think tank.Analyzing from the meso perspective, a scientific and efficient think tank running system hasn’t formed yet. For instance, the coordination mechanism is not perfect enough for lacking authoritative coordination mechanism with multiple management;the communication and coordination mechanism is imperfect,which causes serious market fragmentation phenomena;the support safeguard mechanism is not enough,meanwhile the financial support fund shows the problem of small amount in total and the irrational allocation. From the micro perspective, there exists many deficiencies in the construction and management of think tank itself.For instance,its nature of positioning is not clear,also it does not establish a scientific standard system of service evaluation; the quality of results needs to be improved, selecting the subjects is lacking in pertinency, subject research lack depth,research method has not been adapted;talent structure is not reasonable, management personnel is in high proportion, specialized talents in countermeasure study is less, which is the same condition as qualified personnel; the brand influence is relatively weak, the influence of Jiangsu think tank at home and abroad is not big enough. Based on a thorough research of domestic and foreign advanced experience and successful experience of Jiangsu think tank construction. This paper grasps the requirements of the. times and practice and puts forward five aspects of the 16 recommendations to strengthen the construction of Jiangsu Think tank:The first is to clear targets position, firmly grasp the correct direction for the construction of Jiangsu Think Tank,including adhering to the "Marx doctrine" as the guiding ideology, adhering to the service of Jiangsu development as the focus, adhering to maintaining the public interest as value orientation. The second is to make legal laws and regulations perfect, and strengthen the institutional guarantee for construction of Jiangsu Think Tank. Including reforming and improving the system of government decision-making consultation,making a plan for the construction of Jiangsu Think Tank,and making a sound management system.The third is to optimize the allocation of resources, making every efforts to promote the development of the Jiangsu Think Tank for group interaction,including strengthening the comprehensive coordination mechanism, establishing mutual cooperation mechanism, perfecting the foreign exchange mechanism.The fourth is to strengthen internal management, improve operation efficiency and competition ability of think tanks. Including outstanding research focus, innovating mechanism, optimizing the talents, attaching importance to brand building. The fifth is to strengthen the dimension of support, and actively creating a external environment which is beneficial to the construction of Think Tank; including positively creating a political environment, widening the information environment for intelligence decision-making consultation, finally improving the funding guarantee environment for intelligence development.
