Study On Capacity Building Of Private Think Tank

In the context of economic globalization, world multi-polarization and informationdevelopment, Think Tank plays an increasingly prominent role especially in theconsolidation of the ruling party’s political status, formation of government’s strategicdecision, promotion of economic and social development, participation of globalgovernance, intensification of international voice, etc. Think Tank can provideintellectual support in a necessary and timely way. Compared with the official ThinkTank, Think Tank in the private sector has a special status and advantages on listeningto the voice of the people, reflecting the aspirations of the people because of greaterautonomy and options. Thus, private Think Tank can form functionalcomplementation with official Think Tank in the fields as releasing the folk societypressure, cracking the social problems, supplementing information resources andproviding policy advice, etc. In recent years, with the innovation of nationalgovernance, China’s private Think Tank has developed to a certain degree, yet thereare still many deficiencies in the aspect of number, size and influence of view. Thecapacity building of private Think Tank is urgently needed. In this paper, byemploying Horizon Research Consultancy Group as a typical case of private thinktank, China’s private Think Tank’s capacity-building development stage,achievements and obstacles are analyzed. At the same time, correspondingcountermeasures and suggestions for the main aspects of private Think Tank’s abilityare put forward.
