| Concentrated poverty alleviation is key tasks in "twelfth five-year" period in China. Poverty alleviation is of great significance to the development of poor areas, located in the arid region of northwest China, especially for fragile natural ecological environment, low level of economic and social development, low urbanization rate, such as Guyuan city. In 2011, the state issued the "China’s rural poverty alleviation and development program(2011-2020)"(hereinafter referred to as the program) which will focus on poverty alleviation and development in the next decade in poorer areas, including the circle Mountain Liupan areas, some cities of Tibet and Xinjiang province. The Circle Mountain Liupan areas includes destitute areas which involves 66 counties(districts) of the Shaanxi, Gansu, Ningxia and Qinghai provinces. Guyuan city as a key area in the circle Mountain Liupan areas is an example of the poverty alleviation work. First of all, Guyuan city is one of the rare citywide in concentrated poverty alleviation areas, and all counties of the city were determined as national poverty counties. Its low level of economic development, social development, and urbanization rate makes it a typical less developed city, so to search the path of poverty alleviation to Guyuan city in inclusive finance perspective has universal significance. Secondly, the social economy, financial supply capacity, residents’ income level, urbanization rate, the people’s livelihood of Guyuan city have many similarities natural to other 14 concentrated poor areas, so it’s easy to success to do poverty alleviation and development work in Guyuan city. At last, Guyuan city is the connection of three provincial capital city of Xi ’an, Lanzhou and Yinchuan, so it’s an important role in northwestern of the nation. |
