Research On Financial Poverty Alleviation Countermeasures In Tibetan Farming And Pastoral Areas Under The Background Of Inclusive Finance

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with the general secretary Xi Jinping as the core pays close attention to the development of poor areas,attaches great importance to poverty relief and development work,repeatedly comes to the front line of poor areas to conduct investigation research and puts forward a series of new concepts,new ideas and new strategies for the poverty alleviation program,which fully demonstrates the unbreakable will and strong determination of the Party Central Committee to win the anti-poverty war.Over the years,with the strong support of the central government and other provinces and cities that have assisted Tibet,the Tibet autonomous region has carried out a series of major projects of overcoming poverty and achieving prosperity so that people's livelihood infrastructure has been greatly improved and the living standards of farmers and herdsmen have been largely enhanced.However,because Tibet is located on the Qinghai-Tibet plateau,with a high average altitude,cold climate,fragile ecology and harsh natural environment as well as relatively weak infrastructure construction,it has a relatively low industrial level.Thus,the task of poverty alleviation in Tibet is more difficult and challenging than that in other inland provinces and cities.The difficulties of poverty problem are mainly reflected in continuous poverty-stricken areas,large poverty-stricken population base,unbalanced overall regional development and widespread inter-generational transmission of poverty-stricken population,etc.In the face of these hardships and challenges,the Tibet autonomous region must find a suitable measure of alleviating poverty.The purpose of inclusive finance is to enable people with real needs but excluded from finance to conveniently obtain comprehensive high-quality financial services at a reasonable price with dignity under the principle of equality.Financial poverty alleviation refers to improving the self-development ability of poverty-stricken areas and population,enhancing the "blood-making" function of poverty-stricken areas and promoting their sustainable and healthy development by perfecting the financial services.The purpose of both of them is consistent.Therefore,based on the current development situation of inclusive finance in Tibet,this paper limits the study region to the farming and stock-breeding areas of Tibet and combines with the financial poverty relief policies of Tibetan local government,products and services of financial institutions,financial infrastructure construction as well as farmers and herdsmen's usage about financial services and products,etc.to study the problems existing in the financial poverty alleviation of Tibetan farming and stock-breeding areas and the countermeasures of solving these problems under the background of inclusive finance by means of document analysis method,combined theory and practice method,qualitative analysis and quantitative analysis methods.Based on the above contents,this paper is mainly divided into six parts: the first part is the introduction,which mainly studies the research background,research purpose and research significance of financial poverty alleviation in farming and stock-breeding areas of Tibet under the background of inclusive finance.The second part is the review of related literature,which discusses the domestic and foreign literature on inclusive finance and financial poverty alleviation,and determines the research ideas and contents.The third part is the concept definition and theoretical research,which mainly defines the concepts of inclusive finance and financial poverty alleviation,analyzes their theories and summarizes the differences and connections between inclusive finance and financial poverty alleviation.The fourth part is about the current situation and problems of financial poverty alleviation in Tibetan farming and stock-breeding areas under the background of inclusive finance,which mainly analyzes the causes of poverty in the farming and stock-breeding areas of Tibet,describes the development status of inclusive finance in these areas,summarizes the evolution of financial poverty alleviation policies and analyzes the existing problems according to the development status of financial poverty alleviation.The fifth part is the empirical analysis,in which the indicators are selected and the model is created to make an empirical analysis on the poverty reduction effect of financial poverty alleviation in Tibetan farming and stock-breeding areas.Through the empirical results,it can be seen that the financial poverty alleviation in Tibetan farming and stock-breeding areas has achieved the poverty reduction effect.The sixth part is the countermeasures and suggestions on financial poverty alleviation in Tibetan farming and stock-breeding areas.In view of the current poverty situation of Tibetan farming and stock-breeding areas and the existing problems of financial poverty alleviation,the relevant countermeasures and suggestions on carrying out financial poverty alleviation in the farming and stock-breeding areas from the government level,financial system level and poor population level under the background of inclusive finance are analyzed.
