As a way of tapping internal potential, rural residential land consolidation, plays an important role on maintaining the balance of the total amount of cultivated land. In the current stage, the relevant research mainly focus on the advancing process and the potential scale or quantity of Rural Residential Land Consolidation, but there are less concerns on the quality of cultivated land after implementation, which is similar to the status of paying more attention to area but less attention to quality on the implementation process. The completion of gradation for agricultural land and the accounting item of comprehensive production capacity, builds a more mature evaluation system for Quality Grade Evaluation of cultivated land, however, if applied to the new cultivated land evaluation of Rural Residential Land Consolidation, there are still modifiable place.This study uses the project of Rural Residential Land Consolidation in Taining in 2010 as an example, using the grading of agricultural land method to make a preliminary assessment for the project’s quality level of agricultural land added, taking the potential promoting process of agricultural land added on Rural Residential Land Consolidation into account, introducing the amendment concept of farmers investment, and summarized as four factors with quantitative analysis:labor input will, capital investment willingness, labor input capacity and capital investment capacity. Estimating the coefficient of factors, amending the preliminary assessment results, and giving the final results of the quality grade of cultivated land new added after the project.The study draws following conclusions:1 Preliminary evaluation results indicate that the new arable land and other natural state project focused on 7,8, etc; Country use mainly on 8,9, etc; Country economic and other mainly on 8,9, etc.2)After amended, the distribution of the cultivated land and other has not changed much, but the overall quality has been improved.3)Distance from population centers and distance from roads are inversely related with the future potential of cultivated land, while the regular degree of cultivated plots, the proportion of agricultural labor on population and income are positively correlated with potential future of cultivated land.4)The enhancing effect of the correction coefficient for the natural exponent is the largest, while for the economic indicators is the least.5)The quality of the cultivated land on Taining County is not high, and the quantity of moderate land is most. The distribution of moderate degree of land is even, and the utilization status of land is general.6)By comparison, finding that more high-quality land are occupied during the Construction from 2009 to 2013. From Requisition and Compensation’s point of view, the cultivated land compensated by the project does not meet the requirements of balance between requisition and compensation.
