State-owned business is an important component and presence of China’s public-owned economy, as well as the economic foundation for technical innovation and B & R Initiative (One Belt and One Road). It should be clearly noted that severe problems exist under splendid growth of the state-owned business. With foresights, the Party Central Committee has proposed deepened reform in State-owned business. In this era, a key point should be kept in mind that most of the competition between businesses lies in the competition between talents. Talent selection decides whether a business succeeds or not in this fierce international competition. To establish a selection & assessment mechanism of state-owned business management talents, which may accommodate socialist market economy and gather talents all over the world to develop the state-owned economy, is also an important subject on public management relating to national welfare and the people’s livelihood, and gradually becomes a vital agenda of the Party committees and governments of different levels.Firstly, this Paper has stated the international and domestic study status of the selection & assessment mechanism of state-owned business management talents, explained three ideas of state-owned business, management talents and selection & assessment mechanism of state-owned business management talents, and studied three related theories of agency, human resources and manager market, which has laid foundation for the study and analysis of the Paper.Secondly, this Paper provides comparative analysis from different aspects between China’s existing selection & assessment mechanism of state-owned business management talents and foreign similar one. With a review of the historical development threads of China’s selection & assessment mechanism in the planned economy, double-track system and modern enterprise system eras, we have figured out the historic cause of the problems in the existing mechanism. Here is a typical example. This Paper plans to analyze the existing selection & assessment procedures of state-owned business management talents in Fuzhou, so as to find out in depth the problems in China’s existing selection & assessment mechanism of state-owned business management talents and to analyze the causes. In addition, through multi-aspect comparison, we have realized the significant gap objectively between China’s existing selection & assessment mechanism of state-owned business management talents and the globally advanced ones, and performed theoretical analysis on innovation tendency of ours mechanism, highlighting the necessity of innovation and reform.Thirdly, taking Fuzhou as an example, this Paper has analyzed the structure of state-owned business management talent team in Fuzhou and explained the necessity of adapting to the development requirements, innovating the selection & assessment mechanism of state-owned business management talents in Fuzhou and reinforcing management talent team construction during the strategic development opportunity period for Fuzhou. Meanwhile, combining with the cases of two innovations and reforms of the mechanism in Fuzhou in 2013 and 2015 by Fuzhou Party Committee, conclusion has been made to those innovation-relevant cases to analyze the experience of success and the lessons learned.Finally, this Paper has put forward the innovative principle of China’s selection & assessment mechanism of state-owned management talents and specified the reform ideas as follows:to fully highlight the leading role of the Party Committee; to guarantee the top-down design of reform; to organically combine the principle of "leadership managed by the Party" with the mode of "operator legitimately selected by the board of directors" and to adopt categorized and standard thinking, so as to ensure that the decision-making personnel are selected and appointed by the Party Committee leaded organization and operation-relevant management talents are selected by the "market"; to take full advantage of socialist talent agency system; to introduce market competition & selection mode and scientific assessment system; to establish completed and effective incentive and accountability exit mechanism; and to construct a well-established professional manager market and talent agency service system.
