China is the largest country of fishery production and consumption. In last few years,however, food safety incidents related to fishery products happened frequently, though the government has taken various actions to improve quality safety management.It not only threatens people’s health and safety,but also affects the competitiveness of our exporting fishery products. It has become the top priority to improve fishery product quality.This article taking Jiangsu Wuxi’s mannan herring as the representative,analyzes quality and safety of aquatic product. Farmers’ safety in production is the key link in quality management of aquatic products.The farmers are as the object of this study. Through on-the-spot investigation,using descriptive statistics and binary logistic model,this article analyzes the factors that affect farmers to control quality in order to provide suggestions about how to protect the quality and safety of aquatic product.Empirical results indicates that there are four aspects which affect farmers to control quality.The aspects includes farmers’ individual characteristics, the situation of production and sales, cognition of quality control and external factors.In the factors,13 factors have significant influence on the behavior of quality control.For example,whether there is a sales-agreement,the understanding of the standard breeding, the government’s supervision of food quality and safety and so on.This paper considers that some farmers ignore quality control when they worry about the cost of quality control,farmers are willing to control quality of they have sales agreement,farmers who are familiar with standard breeding have initiative to control quality,farmers know the importance of quality control after participating the publicity and training of quality control,government’s supervision of food quality and safety also promoted farmers to ensure the quality of their products.However,farmers’ age,cultural degree,breeding area and number of breeding years are not as important as expectation.Through the theoretical and empirical analysis, in order to guarantee the quality and safety of aquatic products,farmers’ actions to quality control are very important. Their will is influenced by internal and external factors.
