With the increasing urbanization and rapid population growth and the progress of the level of consumption, human resources, increased demand for farmland, there has been an imbalance of supply and demand situation. Sichuan is a major agricultural province population and, in recent years, with the rapid growth of population and economy, the shortage of arable land resources, people and land contradiction. Sichuan sustained economic development and sustainable agricultural development is inextricably linked, and the sustainable development of agriculture depends on a sustainable use of arable land. Therefore, the sustainable use of arable land in Sichuan research can provide for sustainable economic development of the province of the scientific basis for the purpose of sustainable utilization of arable land resources, to guarantee the sustainable development of the whole economy and society of great significance.In this paper, PSR model, building sustainability assessment index system of farmland, from the pressure, the state, in response to the three levels of the main obstacles by analyzing factors affecting the sustainable use of cultivated land, on the basis of a comprehensive evaluation, and the proposed measures accordingly. The main conclusions are as follows:(1) Ten years of arable land are on the rise, which has been a steady increase in 2004 to 2010,2011 and 2012 of arable land is slowly reduced to 2013, there has been some increase. Sichuan farmland mainly in the hilly area inside the basin, accounting for more than 85% of the province’s arable land, the main crops are rice, wheat, corn and canola. Sichuan is also cultivated land use, there are excessive population growth, per capita arable land decreased hair growing contradiction between people, lack of arable land reserve resources and so on.(2) Using the PSR model results show:Sichuan Province between 2004-2013 the overall level of sustainable utilization of arable land is rising, which experienced a slow increase of the period and the rapid rise in two stages. From the point of view of three subsystems, the system pressure rises to a lesser extent, the reason is the social activities and economic development for sustainable use of arable land has certain restrictions; state of the system increases significantly, fluctuations, and the reason is the agricultural production environment, intensive use of arable land the extent of the use of a greater impact on the sustainability of arable land; response system and significantly increased the most stable, the reason the government for the sustainable use of arable land with a more effective policies and measures.(3) Obstacles analysis showed that the net population growth, per capita arable land, urban-rural income ratio, and cultivated index, farmers’ net income and other factors, Sichuan is a major factor affecting the level of cropland sustainable utilization; net population growth, per capita the impact of arable land per capita food production, urban-rural income ratio, the effective irrigation area ratio and other factors gradually increased.(4) To promote the sustainable use of arable land, must reduce the pressure on arable land use; optimizing agricultural ecological environment and improve the quality of arable land; to increase investment in agricultural production, improve the utilization efficiency of farmland; the transformation of low-yielding fields, rational development of cropland resources; enhance farmers’ awareness of farmland protection; strengthen the overall regulation of the use of arable land.
