With China socialist marketing economy system further improved, it continues to promote deepening the reform of state-owned enterprises, which should think about how to improve competitiveness in current market environment to adapt new normal economic and the challenges of national industrial structure better. The enterprises can promote competitiveness not only by enlightening new technology and developing new market, but also enhancing the internal management via cost control and performance evaluation.The paper aims at analyzing and evaluating system of organizational structure, assessment method and distribution by using the survey method, quantitative analysis and qualitative analysis to build suitable method for SN Coal Corporation.. It’s good way to find the problems of process design, responsibility and incentives in the performance appraisal through concluding and settling incentives and responsibility method of coal enterprises. In order to well solve these problems, the paper will establish a set of performance appraisal system to fit the development of SN Coal Corporation.It’s good method to clear the purpose of performance appraisal system and object by construction of examination cycle system. According to the design principle of evaluation system, find key elements of the whole process, including coal production, processing and marketing. With these key elements and using the theory of key performance indicators and the balanced scorecard to build the starting point and evaluation index for the sake of assessing the performance of authority department and employees. On this basis, optimize the existing cash compensation scheme. In order to ensure good running of performance appraisal system, the paper formulate the corresponding measures at the same time. Through a variety of measures for the construction of performance appraisal system, it aims to target the evaluation more effective, which is better to inspire the enthusiasm of the appraisal object, enhance the level of enterprise internal control and improve competitiveness finally.
