As a large consumer oriented city, input material is very important for Beijing. In order to meet the needs of production and living, city distribution is required to improve its efficiency. So as to ensure that city distribution goes well, the government has introduced a number of logistics policies, but the role of logistics policies for city distribution is much complex, and the implementation process needs continuous tracking and dynamic adjustments, and there has not yet established a relatively mature performance evaluation mechanism and framework, which makes it difficult to assess the impact of city distribution efficiency. And therefore, it is worth considering and evaluating the effectiveness of city distribution. The research of distribution efficiency usually focuses on the perspective of cost saving, but lack of the perspective of environmental-friendly. In this paper, the theory and model of system dynamics is used as the research method, and the distribution system of Beijing is used as the research object, and a dynamic model of city distribution system is built to research on the efficiency of city distribution, including economic efficiency, technological efficiency and environmental efficiency, and finally implementation of logistics policies in Beijing is simulated.First, the elements and structure of city distribution system is analyzed. City Distribution has a closely relationship with economic development, and it conduct a certain degree of negative externalities to the urban environment, and therefore three aspects is to be discussed when analyzing the efficiency of city distribution including economic efficiency, technological efficiency and environmental efficiency. After analyzing the relationship among the elements in the city distribution system, the feedback loop is determined so as to construct the dynamic model of Beijing city distribution system. The value of the variables and parameters is also determine to construct the dynamic equation and draw the system flow chart. Secondly, the simulation of Vensim software is carried out. Comparative statistical yearbook data is used for historical testing, and the future development trend of Beijing city distribution system is forecasted and analyzed according to the simulation results. Four policies were simulated including new energy subsidies, common distribution, investment policy, and night time distribution, and the impacts of policies on the main elements in city distribution system and distribution efficiency is analyzed.The results show that:through the new energy subsidies, particulate emissions could be effectively reduced by applying electric vehicles and hybrid electric vehicles, and thus environmental efficiency is improved; Through carrying out joint distribution, the total amount and profit space of city distribution could be effectively improved, and thus the technical efficiency and economic efficiency of the city distribution is improved, which would not bring additional traffic and environmental pressure; Through increasing investment in fixed assets, the industry profit could be improved to some extent. Compared with the fixed asset investment, the investment of distribution enterprises is then the investment led by government; Through the implementation of night delivery, particulate emissions could be effectively reduced, and thus improve the environmental efficiency of city distribution. Due to the additional management costs brought up by night time distribution, the positive impact of the city distribution profits is less.
