Under the impetus of economic globalization, industrial clusters have once played an important role in promoting the development of economy. However, at present, China’s industrial clusters have been unable to get rid of the low position in Global value chain and the bottleneck of the development, which need to achieve the transformation and upgrading of industrial clusters. For the cluster, the improvement of independent innovation ability is an important driving force to help the industry cluster achieve gorgeous transformation. Along with the rapid development of technology, capital, information and knowledge resources are more and more active in the network. The innovation of industrial clusters is an open process. So, in terms of industrial clusters, the main problem is how to utilize the resources in the internal and external network to achieve the improvement of the capability of independent innovation.By reviewing a lot of domestic and foreign related research literature, define the connotation and dimension of network resource heterogeneity, resource identification, prior knowledge, and cluster independent innovation ability of enterprises based on Network resource theory, knowledge theory, cluster upgrading theory from the perspective of prior knowledge, and construct a conceptual model of the impact of network resource heterogeneity on enterprises’ independent innovation and analyze the relation model between factors and theoretical assumptions. As Zhejiang industry cluster example, the conclusions are as follows by using 143 questionnaires and constructing structural equation model (SEM) to carry on the empirical test:First, the cluster enterprise network Resource heterogeneity has a significant role in promoting the independent innovation capability of the enterprise. Second, resource identification fully mediates relationship between network resource heterogeneity and enterprise independent innovation. Third, the width of prior knowledge positively moderates the network resource heterogeneity and resources identification. Fourth, the depth of prior knowledge positively moderates the resource identification and the independent innovation enterprise. The conclusion of this study is helpful for cluster enterprise to realize the importance of resource identification and promote the enterprise’s independent innovation capability by combining the prior knowledge of the enterprise. According to this, the paper puts forward relevant policy suggestions in terms of enterprise, government, University and scientific research institution. Although this paper has the limitation of the shortage of the sample size, the research conclusions are very important for speeding up the development of China’s industrial clusters of independent innovation, cultivating and improving the international competitiveness of industrial clusters.
