It is very strict to the quality of medicine in pharmaceutical enterprises. The state has laws and regulations to restrict. In this specification, there are a series of hardware and software requirement, such as equipment, buildings, etc. The young technical staff is the actual execution. So, we can find out the importance of the young technical staff. The medicine product process is continous and fine, if there is some problew, the follow-up will be affected. So quality assurance is very import. They directly involve in every key link of producing. Our point is how to make the young technical staff have a stable, positive work attitude, how to encourage staffs offering services to exceed expectations. As a result, motivating employees effectively is particularly important for technical staff research.This paper selected and organized some international and domestic technical staff motivation research related books and literature. Interviewed part technical employees. Understood psychological status of China Otsuka technical staff. Teased out staff training management, salary, performance management, prominent question and invited experts and scholars to give some evaluation. Ultimately determined the frontline staff job satisfaction questionnaire. And passed questionnaire to employees of China Otsuka young technial uniform, asked them to fill out and give it back to me.According to the current situation of China Otsuka human resources management status, I did analysis of effective questionnaire. Based on the analysis results, I made a technical employee incentive plan for China Otsuka, including how to get higher salary, abundant training skills and scientific human resource match. Finally, made preliminary assessment of China Otsuka technical staff incentive plan and pointed out some implementations of the guarantee measures.
