A Study On The Quality Management System Improvement Of Jilin Province Light Industry Design And Research Institute

In the 21 st century, the competition of products is more and more fierce at home and abroad with the rapid development of world economy, and the quality of the products has become the fundamental assurance in domestic and international competition. In China, economy booming, economic development is still the key of the socialist modernization construction, of which the engineering construction has become the important pillar of the national economy. The quality of the engineering is especially important, and the assurance of engineering quality is firstly reflected on the engineering design. Therefore, with the purpose of high-standard design quality, it’s particularly important for the quality management system of design institute to operation continually and efficiently.Taking Jilin Province Light Industry Design and Research Institute for example, based on the theory of ISO 9000 quality management system, mainly ISO 9001:2008 IDT GB/T 19001—2008, this paper explores some problems and shortages of QMS in light industry SME, especially engineering consultation and design enterprises, with the application of process approach, PDCA circle, quality management principles, cause and effect diagram, flow diagram etc. And it also proposes some effective improvement methods and measures, such as strengthening the construction of process documents, improving the attention of leaders, total involvement, emphasizing the construction of training system, enhancing customer satisfaction, perfecting quality evaluation system, cultivating and developing organization’s quality culture etc. These measures can provide experiences and references for SMEs in their establishment, operation, improvement and perfection of QMS.The research of this paper wishes to help more SMEs of engineering consultation and design to implement and improve their QMS in the light of their characteristics, ensure the continuity and effectiveness of QMS. In order to better meet customer needs and expectations, the implementation and improvement of QMS can improve the quality of products and services, increase the international competiveness, market share and benefit, at the same time, reduce the cost of service and maintenance, and lay a good foundation to participate in the global competition.
