Study On The Policy Performance Of The Affordable Housing In Jincheng City

In recent years, with the economic development and national policy adjustments,prices continued to soar, housing problem has attracted the attention of the whole society, and national housing policy reform became the focus of attention from all walks of life. Housing policy and improving people’s livelihood is the most closely related to the protection of housing policy. Because the formulation and implementation of the affordable housing policy is related to the basic survival of low and middle income people, thus affecting the social harmony and stability and economic development.From the previous research results, the research on the evaluation of the affordable housing policy has not attracted enough attention, so it is necessary to further explore and research.The in Jincheng City as an example, first reviewed the since the implementation of affordable housing policy, Shanxi Province and Jincheng City affordable housing policy evolution, a comprehensive analysis of Jincheng City in 2004 to 2014 in the application of economic housing, low-cost housing, public rental housing and shantytowns of investment, construction and sales(distribution). Then by using the maximum entropy method of Jincheng City affordable housing policy performance are analyzed. In the process of choosing index, according to the contestant indexes of comprehensive,representative and acquired characteristics, follow the relevance, the system and qualitative and quantitative analysis of the principle of combining the basis, reference of previous research achievements on the construction of the evaluation index, established based on the comprehensive index of Jincheng City affordable housing policy performance evaluation system. In the evaluation process, the maximum entropy method to the original data of the indicators of the dimensionless, for part can not be quantified targets, and the other by comprehensive scoring method scoring for the and will score as raw data and other indicators together dimensionless treatment. Then calculate the weight of the index, and finally get the comprehensive score of the indicators. On this basis, the final evaluation results are obtained, and the evaluationresults are analyzed systematically from two aspects, which are the comprehensive evaluation score of the calendar year and the overall score of each evaluation index.Analysis results show that the main reason for the influence of Jincheng city affordable housing policy performance evaluation scores is the capital investment is not enough, followed by land supply rate and persistent, in addition to public rental housing rental subsidy standards and housing standard rate aspects. Finally according to the evaluation results, combined with the actual situation of Jincheng City, the security housing policy performance improvement suggestions from the investment, the supply of land, open commercial housing and indemnificatory housing channel, public rental housing rental subsidy standards, housing area and information system in the six aspects.
