Study About Coordination Relationship Among Population, Resources, Environment And Economic Development In Shanxi Province

Since the reform and opening up, with the rapid economic development, social development has entered a new historical stage. However, due to our long-standing tradition mode which consumpt material resources to promote economic growth, Sided pursuit of high-value leads to abnormal development gradually imbalance between man and nature, and economic development for survival the natural resources are drying up the road. The party’s 18 report will place the construction of ecological civilization and economic construction, political construction, cultural construction and social construction on equally important position, to promote respect for nature, in harmony with nature, the concept of protection of natural ecological civilization. From the angle of Population, Resources and Environmental Economics, Construction of ecological civilization is to coordinate the relationship between population growth, economic development, resource utilization and environmental protection.Shanxi Province is a typical resource-based economy, over-reliance on coal exploitation and development of resource-based industries to promote industrialization.But the road extensive economic development of this high energy consumption, high pollution, making Shanxi exacerbated the already fragile environment.Meanwhile, the lack of human capital reserve has seriously affected the development of high-tech industry and the optimization and upgrading of industrial structure process in Shanxi Province. Correct Understanding the level of Coordination mechanism development among population, resources and environment, economy is important for strategic development in Shanxi Province.This paper relies on the theory of sustainable development, coordinated development theory, the theory of ecological ethics, research progress at home and abroad to elaborate, and analiy Current Situation in Shanxi population, resources and environment, economic development. On this basis, according to the scientific,systematic, regional principles, construction of the index system suitable for Shanxi population, resources and environment and coordinated economic development evaluation, calculated and analyzed the comprehensive development level of Shanxi Province of from 2004 to 2014. Thereafter, based 2004--2014 population, resources and environment, economic development index, using membership function model, evaluate the 2012-2014 population levels in Shanxi Province, resource environment and economic coordination.Simultaneously, using 2013 Shanxi eleven cities population,resources and environment, economic related indicators data, comparison and analysis around the to coordination development of Population, Resources and Environment economic of eleven city in Shanxi.The results show that there are some problems on the coordination development of population, resources and environment and economic in Shanxi Province:(1) Single industrial structure of Shanxi Province, over-reliance on resource industries makes Shanxi economic withstand market risks lowly, poor stable of population,resources-environment and economic development coordination.(2)Dominated by resource-based industries, the contradictions between economic development and resources, environment in Shanxi Province is outstanding, the pace of environment resource improvement lags behind economic development.(3)The increase of aging population and demographic dividend issue previews;(4) human capital reserve is insufficient, technological innovation is lack;(5) The level of population, resources,environment and economic development coordination has greatly improved Shanxi Province during 2004-2014, but it is still a low levels of coordinated development belongs to the extensive economic development mode compare with the country’s population, resources environment and economic development.For the existing problems of population, resources, environment and economic development coordination in Shanxi Province, this paper proposes policy recommendations to achieve a sustainable development among population resources,environment and economic in Shanxi Province. Speed up transformation and upgrading,improve the industrial structure: speeding up transformation and upgrading, improving the industrial structure; accelerating the integration of the coal industry; developing new energy and new materials industries; rtrive to foster the development of modern service industry; Strengthen energy-saving and environmental management efforts, and actively promote green development; Strengthen science and technology funding,encourage technological innovation; response to population aging from multiple perspectives, to enhance human capital; To strengthen regional cooperation to narrow the gap between the level of comprehensive development areas, etc.
