With the rapid development of the Internet and deepening process of industrialization, enterprises are facing increasingly complex market environment, and the market is more and more difficult to predict. Only through constant innovation companies can continue to meet the market’s demand and have continued competitive advantage to enable enterprises to always maintain the Evergreen Foundation. At present, China is in a crucial period transformating to innovation-driven economic, high-tech R&D team as an important carrier of innovation undertake major national mission, to improve its innovation performance has become imperative.Team voice behavior is considered to be an effective way to enhance the R&D team’s innovation performance. Voice behavior can foster knowledge sharing, thereby enhancing the ability of team learning, team members acquire the capacity necessary to achieve team goals in the process, enhance the innovative capacity of the organization. However, team’s voice behavior and innovation performance is not spontaneous, it needs leader of the team to management, motivation, and thus enhance the performance of team innovation. Inclusive leadership is a new type of leadership style proposed in recent years, it’s better to solve the current dilemma of organizational management, and it is being focused by more and more scholars. Therefore, one of the purposes of this study is to explore how inclusive leadership affect team’s voice behavior and innovation performance of R&D teams. In addition, Chinese high-tech enterprises are facing complex and volatile market environment, and therefore we need to focus on the regulation of environmental uncertainty on the relationship of team’s voice behavior on team’s innovation performance.The paper is based on social exchange theory and the theory of knowledge sharing, and it studied 52 high-tech enterprises R&D teams in Anhui province, research on inclusive leadership is how to influence R&D team’s innovation performance, revealed the intermediary role of the team’s promotive voice behavior and the team’s prohibitive voice behavior, and also studied environmental uncertainty’s regulating mechanism. The results show that:(1) inclusive leadership style can significantly improve the innovation performance of R&D team; (2) inclusive leadership not only can significantly improve the R&D team’s promotive voice behavior, but also it can significantly improve the R&D team’s prohibitive voice behavior; (3) the R&D team’s promotive voice and prohibitive voice behavior can significantly positive impact the innovation performance of the R&D team, and then, the team’s promotive voice behavior and the team’s prohibitive voice behavior play an intermediary role in the relationship between inclusive leadership and R&D team’s innovation performance; (4) dynamic environment will enhance the impact of the team’s promotive voice behavior on R&D team’s innovation performance, but it is not significantly on the relationship between the team’s prohibitive voice behavior and R&D team’s innovation performance.
