State-owned military enterprises, which is a special group in China’s state-owned enterprises, is facing more and more challenges in management. As is known to all, the top ten of China’s state-owned military group is reformed from the former national ministries, coupled with the enterprise to assume the task of special in its operation and management has some particularity. With the continuous development of the market economy and the continuous development of China’s military industry, the existing incentive measures and the development strategy of the enterprise to expose some of the. Through to industrial enterprises with a typical representative of the China Academy of space technology research and analysis, found the personnel structure characteristics and the effects of employee job enthusiasm health factors and motivating factors, based on the incentive measures to improve further exploration.In this paper, based on the theory of Hertz Berg’s double factors incentive theory and Maslow’s hierarchy of needs theory, this paper makes a deep research on the enterprise. The first part on the business background and the status quo of macro analysis, understand the enterprise strategy and human resources planning; the second part carries on the analysis of talent needs of enterprises and the incentive measures; the third part take behavior interview and questionnaire method to measure the corporate culture and incentive measures, analysis different staff health factors and incentive factors; the fourth part of the analysis of the third part of the analysis results from 2 different angles of health factors and incentive factors for different levels of employees in the direction of the incentive program.Chinese military enterprises generally speaking, especially special, but more is the industry’s common, especially for the military high-tech enterprises, technical team and project management team is the two pillar of enterprise development. Through the research on the incentive measures of the China Academy of space technology, it can be found that the general rules of the military enterprises, and laid the foundation for further improvement of the military enterprise incentive mechanism in the future.
