The core and focus of modern human resource management are Remuneration and Excitation, and the modern salary system reform of state-owned enterprises is the focus of social concern, it is not only an important requirement, but also a difficult point of the state to state-owned enterprises, especially in the transformation of the enterprise this problem will be particularly prominent. In this paper,we take the AH company as the representative of the small and medium-sized state-owned enterprises as the research object, First of all, through the development process and the study dynamic in the compensation system and its incentive system theory, the relevant knowledge points are described and summarized. Combined with the AH company's own characteristics, and the needs of the industrial transformation and upgrading of the supporting incentive system , in order to Hertz Berg's two factor theory as the theoretical basis, research and put forward the company's salary incentive system optimization strategy. In the course of the study, this paper based on the two factor theory to analyze the existing system, because analysis and optimization process requires consideration of all the factors, so this research takes the employee interviews and benchmarking research method and so on. It is based on the strategy of the company in order to determine the main direction and objectives of the compensation incentive system, combined with the state-owned enterprises background, social responsibility principle, to definite countermeasures and depth of reform scheme, determine the scope of the compensation incentive system should consider all the factors and the extent of their influence; to complete the design of the comprehensive salary incentive system for different positions and professional groups,and strive to achieve the combination of basic factors and incentive factors. At the end of the project, the actual situation and the results of the design in the project are evaluated and summarized..This paper mainly includes eight parts, they are introduction, research status in China and abroad,the company profile and salary status, salary system analysis,optimization strategy and design, basic conclusions. This article focuses on the reform of the AH company, research on the existing problems of the salary system of the enterprise from the microscopic angle of view, based on the current salary system of AH company, reasonable distinguish the incentive factors and basic factors, to re design of the compensation incentive system, in order to promote the company to achieve the transformation of industry and function as soon as possible, for recruiting talents,effectively motivating employees to achieve the company's survival and development. At the same time as an inspiration,let the same kind of enterprise get more inspiration from the salary incentive system reform of AH company.
