Research On The Influence Of Industrial Structure Adjustment On Employment

The adjustment of industrial structure is an inexorable law of governing economic development, it bring the change of employment and the employment structure. Industrial structure determines the structure of employment, but sometimes the development of employment structure lags behind the industrial structure, which hinders the growth of employment. Shandong Province has a large population and its development is relatively rapid, the employment pressure is relatively large. So it is very important to analyze the influence of industrial structure adjustment of Shandong Province on the labor employment, and find out employment structure corresponding to the industrial structure.From the perspective of economic growth, industrial structure and employment structure, the flow and transfer of labor, the compensation mechanism and failure mechanism of employment, this article summarizes the literature about industry structure adjustment and employment at home and abroad. It combs the mechanism of the industrial structure adjustment influence their employment. The compensation mechanism and damage mechanism of industrial structure adjustment on labor employment exist at the same time. The former performance s for the increase in employment, mainly reflected in the factors of flow effect, technical effect, income effect, diffusion effect, urbanization effect. Concrete manifestation: in the process of industrial structure adjustment, wit h the development of technology, the labor productivity increases, brings the development of new products and emerging industries, and creates more jobs. The latter shows the reduction of employment, mainly reflected in the technical effect, lag effect, management effect, the system effect. Specific performance: production technology improves, production mechanization led to a decrease in demand of labor, employment decreased.Through measuring method, this paper selects amount of time series data of 1980-2014 years about the industrial structure and e mployment to analysis the influence of industrial structure adjustment on labor employment. The results show that there is a long-term equilibrium relationship between the proportion of output value of the industry and employment structure; the proportion of output value of the industry is the granger reason of employment growth; the proportion of output size of the primary industry has a negative effect to the employment, and the proportion size of output value the secondary industry and the tertiary industry has a positive effect on employment. From five aspects of the comparison of labor productivity, employment elasticity, expansion elasticity, structural deviation degree and regression analysis, this article analyzes the impact of the adjustment of industrial structure on employment structure. The results show that the primary industry exist a lot of labor productivity and the secondary industry and the tertiary industry have strong capacity of labor absorption, labor is transferring from the first industry to the second and third industry.The adjustment of industrial structure and the development of labor employment are uncoordinated, the primary industry exists a lot of surplus labors, and the secondary and the tertiary industry have the ability of absorbing labors. On these bases, it put forward to five measures to promote their employment. These measures include: promoting internal restructuring of agriculture, speeding up the internal restructuring of secondary industry, vigorously developing the tertiary industry, accelerating the reform of the household registration system and increasing investment in human capital.
