Food is not only the basic living subsistence, but also is an important strategic material which is connect with people’s livelihood. Food security is an important foundation for healthy development of China’s national economy, and the level of efficiency of food production is an important factor to protect our food security. As the largest food crops of China, rice occupies an important position in Chinese food product. Changing the method of rice planting into a scientific way has a strategic meaning for protecting food security of China. Panjin, as the main rice product area of Shenyang Province, is the organic grain and rice export base of Liaoning with over 106,432 hectares for cropping. Panjin has a lot of land for cropping rice and the output value of it is accounted for relatively large of household income. So researching the scale efficiency of rice cultivation has an important meaning for improving the efficiency of rice cropping, the income level of the household, the yield and quality of rice and promoting land transfer, carrying out large-scale land operation.Firstly, the research background and significance have been introduced, based on the research results of the study of domestic and foreign, determine the research objectives, research methods and technical route. In second chapter, I introduce the meaning of technical efficiency, scale efficiency, returns to scale, economies of scale, the scale of operation, scale of operation and other related concept. And later there have some introductions of the basic theory of rural household behavior theory, the theory of economies of scale and the technical efficiency theory of drafting. In the third chapter, I sort out the data from the Statistical Yearbook of Liaoning Province and the household from Panjin and summary the situation of Panjin agricultural development and the basic characters of the household of Panjin. In Chapter IV I use 281 sample data which are coming from field research and use BCC model, which comes from DEA model, to calculate the scale efficiency Panjin rice cultivation and analysis the improving direction of invalid decision unit. In Chapter V the paper uses Tobit model to analysis the factors which will be affected the scale efficiency of farmers rice cultivation in Panjin and understand the main factors which will be influenced the scale efficiency of Panjin rice farmers planting.Through research and analysis, I get the following conclusions. The scale efficiency of rice cultivation of the farmers in Panjin is high, but the scale efficiency of part decision making units does not reach 1, mainly because of various factors of production caused by an irrational proportion of investment; the rice cultivation of scale farmers in Panjin is small and most invalid scale efficiency is occurred by the small-scale rice cultivation. Scale efficiency of farmers rice cultivation in Panjin is affected by many factors. The three variables, education level of the head of household, rice income, machinery input are positive correlation with scale efficiency of the rice cultivation. And whether join into a agricultural cooperatives are negatively correlated. At least, basic on the analysis of scale efficiency for farmers planting rice in Panjin, I give the following policy recommendations. Improve the land transfer system. Innovative land transfer mode. Realize large-scale land operation. Promote mechanized planting and Improve the level of mechanization. Promote mechanization of rice production. Strengthen farmer technical training. Guide farmers use scientific management and farm efficiency. Adjust proportions of rice putting factors reasonable. Optimal allocation of resources and improve the efficiency of scale.
