Road transport industry is one of the foundation and the leading industries of the national economy. The key factor to the development of road transport industry is the majority of the staff engaged in road transport management. Therefore, to standardize and strengthen the road transport management personnel training to enhance the quality of management personnel is an important guarantee to promote the steady development of road transport industry. Personnel training of the road transport management not only strengthens the team construction needs for the road transport management, but also to implement the rule of law as a fundamental principle, to speed up the construction of a socialist country under the rule, is more responsive to the needs of development in the new period. Through the investigation of Hunan Province and Yunnan Province, we collect lots of first-hand data and information, and basically understand and master the basic situation of the provincial road transport management personnel and training, including the settings of the management departments of the two provinces, times of training personnel training, training period, training expenditure budgets and their implementation, training needs and encountered problems in the training process. Combined with the literature analysis, comparative study, survey and other research methods, comprehensively reviews the historical evolution of road transport management personnel training, and the analysis of the current training situation and existing problems, to put forward countermeasures.At present, road transport management training work in China still exist many problems such as an arbitrary curriculum system, irrational allocation of resources, and distempered training management system.To explore the reasons for its causes, mainly lack of legislative guarantee, lack of overall planning of training, funding shortage, distempered evaluation system. The improvement of construction of road transport management personnel training is a manifestation of governance system of the transportation and the modernization of governance capacity, but also the concrete application of administrative law. Perfecting training system, training course system and evaluation system is an essential measures. Furthermore, there are three points need to do that ensure and improve the training funds investment, In the aspects of the training standard care, Innovation training system and Innovation training management.
