The Survey Of Land Expropriation Compensation Problems In Shenyang

With China’s rapid development of economy, urbanization and industrialization, plenty of collective land has been entrusted to state-owned construction land. After land expropriation, the land assets which belongs to the farmers have been impaired, in the process of urbanization more and more farmers have been at a disadvantage position gradually. In this case, the function of land requisition compensation becomes increasingly important. Land acquisition compensation is tied to the benefits of the state, collective and individual. Scientific and rational land compensation policy plays a very necessary role for balancing the state, collective and personal conflicts of interest.However, China’s current land acquisition compensation system is not synchronized with the development of the times. For the increasing number of landless peasants, after the requisition of land, the cost of peasants’lives increase> human capital is at the loss、the loss of old-age security、the loss of land value increment、the risk damage engaged in a new career and other aspects of the loss etc, they become vulnerable groups gradually. The problem of landless peasants which closely linked to the issue of land acquisition compensation has aroused great concern from government and society. This paper is based on the location theory, Marx’s theory of price, theory of economic statistics and land management theory, with the survey sample of compensation status for landless peasants in Shenyang, aims at problems in the process of land expropriation in Shenyang. Finally put forward feasible practical countermeasures and suggestions to solve the problem.From a structural point of view, this paper is divided into five parts. The first part is the overall structure of the paper, which is the brief introduction. This section focuses on the status of land acquisition compensation research basis (including research background, research progress in China and abroad, etc.), research purpose, significance, research contents, research methods, the technology roadmap of this paper. The concept of land expropriation compensation related definition and theoretical basis are the second part. Through both reading and studying literatures, I will define and explain some relevant concepts on the basis of drawing on existing literatures in this article. From the perspective of landless peasants, I’ll take advantage of relevant theories(location theory, Marx’s theory of price, equity theory) to lay the theoretical and practical foundation for empirical analysis for the essay. The third part is the investigation status of landless peasants in Shenyang, mainly includes the two following points:(1)The land expropriation compensation situations of Shenyang, involves the land expropriation compensation policy of Shenyang and the conditions of land expropriation and compensation of Shenyang from 2010 to 2015.(2) To investigate and analysis the samples of landless peasants in Shenyang. Including how to design the questionnaire of this paper, want to know what, to solve what problems; then using the SPSS17.0 to descriptive analysis of the basic information of the landless peasants; analysis the cognitions and willingness of land expropriation compensation; at last analysis the conditions of landless peasants’compensation.The fourth part is based on the survey data and relevant information to find out the reasons and problems for the current land compensation about Shenyang. In the fifth section, with regard to the problems of current situation for land compensation in Shenyang, we come to a conclusion and put forward feasible countermeasures and suggestions., guarantee the landless peasants’standard of living condition as well as long-term livelihood security in order to share the reform and development and maintain social fairness, stable.
