Analyse Enshi Rural Highway Management Problem

The traffic is always relatively closed in Enshi Tujia and Miao Autonomous Prefecture of Hubei Province and highway transportation is the primary means of transportation. For a long time, the foundation of transportation, especially the rural road, is poor. People is prevented by the mountain, trapped by the road and tired of the shipment. In recent years, the Party and the government attaches great importance to economic and social development in ethnic minority areas. The development of transportation industry has been considered as a strategic measures to solve the food and clothing for people, and has been made considerable progress, which has appeared a new situation——"smooth for the goods circulation and convenient for people to walk". The rural roads also have been made great development. The linkage mechanism of each departments has got further improved; steady progress has been made in planning and construction, and highway management has been strengthened. The government payed attention to supporting facilities construction and maintenance management and improved the effectiveness of the passenger and cargo. After rapid development in recent years, rural highway network has been optimized constantly, which has initially formed the county as the center, whose rational layout and level are appropriate. The rural road network in the countryside has made people easier to walk and drive. The development of rural highway provides a strong support for promoting the reform of comprehensive poverty alleviation and speeding up the economic and social development of Enshi.Subjecting to the transportation investment and management operations in debt for a long time, there are many deficiencies in rural road construction ability and the management level. The actual construction standards generally is not high, poor ability to resist disasters; the lack of maintenance funds, unsound management system and disharmonious relationship; security infrastructure lags behind; passenger and cargo transportation distribute widely, so do the supply of goods and personnel. The network level and patency rate are low. The roads about provincial boundary are impassable and connectivity between each other is poor, etc. Speeding up the pace of rural highway construction at the same time, improving the management level, and promoting the operational efficiency and the quality of maintenance management are still the current problems to be solved urgently.This paper argues that in order to dissolve the Enshi rural highway management problem and improve the management level, we must combine the current actual situation to explore the causes and find out the countermeasures. Firstly, by grasping the opportunity of the new rural construction and poverty alleviation and development, we should seriously compile the "much starker choices-and graver consequences-in planning"about the construction of traffic, be strict with the standard, good planning and programs, to further improve the planning and construction of rural roads. Secondly, it is necessary to straighten out the system and mechanism, clear the main body of the rural highway management, implement main body and responsibility of the county, township and village, innovate the management forms, and perfect rural highway management system. Thirdly, it is important to further perfect the law enforcement mechanism about the rural roads, and implement the regulations on the Enshi autonomous prefecture of rural highway, and intensity efforts to train the rural highway management staffs, law enforcement personnels, and related enterprise staffs. Fourthly, in order to provide financing guarantee for rural highway management work, we should broaden the financing channels, carry out the matching funds, and strengthen the management of funds. Fifthly, increase more money on the reform of the rural road network structure and maintenance of rural highway, equip with security facilities at the same time, and strengthen the training of rural highway maintenance professionals. Sixthly, have the county’s dead end highway got through, strengthen the transport links among each county and township, optimize the structure of the rural transport network, vigorously develop rural passenger and cargo transportation market, and improve the effectiveness of operations.Anyhow, if Enshi rural management work is to develop healthily, we must be based on comprehensive level, plan ahead, strengthen organizational leadership, perfect the legal basis, strengthen the guarantee of funds, standardize the road administration, complete the maintenance, and improve the operational efficiency.
