Against the background, our government formulated the development plans that promote the development of new energy industry,which is one of the effective way to transform the economic development model and promote sustainable development. It is also helpful for seizing development opportunities of new energy and improving the international competitiveness. All levels of government make relevant policies. In term of countries, relevant government departments introduce new energy industrial policies, for example, China Manufacturing 2025, Action plan of Energy Development Strategy, The 12 th five-year Development Plan of Strategic Emerging Industries and so on. Shanghai is one of the most important new energy industry bases in China. The development of new energy industry made a big breakthrough. Though the relevant government departments released policy planning of the new energy industry,the evaluation index system of new energy industry has yet to build. It is of significant for the development of new energy industry to establish evaluation index. This paper attempts to establish evaluation index system of shanghai new energy industry.The policy of shanghai new energy industry is the key of the research. The aim is to establish evaluation index system of shanghai new energy industry and put forward the corresponding countermeasures and suggestions. First of all, it is necessary to clarify the relevant concept of the new energy industry policy and theoretical analyze based on the theory of market failure and the theory of industrial competitiveness.
