Research On Xianyang Joining In "the Belt And Road" Construction

Today, the world economy recover slowly and become differentiation. Under the trend of world multi-polarization, economic globalization and cultural diversity, China initiative to build "the Belt and Road" which aimed to open policy communication, facilities, trade, financing, and communion, along with the country to build political mutual trust, economic integration and culture include the interests of the community, fate community and community responsibility."The Belt and Road" strategy is advantageous to the construction of the open economy of China’s inland city, and the research object of this research report selection-Xianyang, is a representative of the small and medium-sized cities. Its obvious location advantage, enrichment of mineral resources, cultural resources is outstanding, but also faces the big challenge to join this construction.In this paper, on the basis of reading a large number of literatures and field survey, the first analysis is about the open environment of Xianyang. I use power SWOT analysis method and Delphi method and other statistical methods, comprehensively evaluate the Xianyang environment effect, which get the basic conclusion that the advantages are more than disadvantages, the challenges are more than opportunities. In turn, Xianyang should choose the ST strategy.Through analysis of the industry of Xianyang, especially through the overall analysis, structure analysis and demand analysis, I find that modern agriculture, equipment manufacturing, textile and apparel, energy and chemical industry these four major industries have a comparative advantage. And with the countries along the "the Belt and Road", especially the complementarity of the five central Asian countries, the fit is higher, but Xianyang did not convert this potential into advantage, the service industry development lags, low level of industry, characteristics of high homogeneity, low level of internationalization, restricts the market opening of Xianyang in central Asia, therefore, from the basis of the industry level, I put forward the agriculture, industry, business and tourism development priorities and strategy.About the foreign market development, the open economy of xianyang is weak, which perform in low degree of opening, unreasonable open structure, and the open platform and open mechanism are not sound. To strengthen the Xianyang foreign market development ability, must raise the level of the open economy in Xianyang from foreign trade, foreign investment and trade in services and so on, coming up from the strategic pattern of "the Belt and Road" and determining the pattern of open cooperation which is from three aspects:domestic and international and regional aspects.After making clear the industrial base and market development ability, the most important thing is the design and layout of all kinds of major platform. Research by industry development level between the city of Xianyang counties, and comparison between the industrial structure, future planning, you will find that the development of Xianyang city counties do not have characteristics, and the possibility of future exist homogeneity competition, which is very detrimental to Xianyang joining into "the Belt and Road" construction and sustainable development. So Xianyang need to be born on major projects, the realization of dislocation coupling and characteristics, and on this basis to build the comprehensive bonded zones, industry linking the west base open platform, and many industrial platform.Then, I put forward the corresponding suggestions in policy environment to Xianyang government, to get loose policy, talent and open environment. Finally I finish the comprehensive and deep research and design how Xianyang to join "the Belt and Road" construction.
