Performance Evaluation Of The Circulation Mechanism Of Rural Land Trust

Our country is a big agricultural country, the rational use of land is the central government to solve the “three rural” core of the problem. In the process of China’s reform and opening up, innovative mode of land transfer has been carried out from place to place. Commercial Trust-led Land Trust as a new way to patricipate in land transfer of rural land, is an effective way to promote land contract and management rights norms circulation.Since the second half of 2013, we find trust companies involved in commercial agricultural land transfer not only to achieve economies of scale and improve land use efficiency, and give full play to the advantages and inherent system of comprehensive financial advantages of the trust.At present, the Huaibin district rural land contractual management right is certification work has started, the peasants are given more property rights; it has important significance in promoting the land circulation. In 2001, Huaibin district boldly innovated the rural land transfer model, combined wiht Bairui company. Through field investigation, we found that land trust has increase the local farmers’ income, to ensure local food production and greatly promotes the development of modern agriculture in our country.Based on the above background, this paper defines the connotation of the circulation of rural land trust and describes the relevant theories and domestic and foreign experience. Trough the analysis of the study found that commercial trust company involved in circulation is trend. The artical analyzes the typical mode of rural land trust circulation and existing problems. Then analyzes the advantage of the Huaibin mode.Case study of Huaibin district in Henan Province, using AHP and fuzzy evaluation method analyses the key factor about affecting rural land trust circulation is performance in order to construct a set of reasonable land trust circulation performance evaluation system from economic performance, social performance, ecosystem performance, and makes the comprehensive evaluation of Henan Province, Huaibin districe land trust model. Finally, through the above analysis, China is land trust mechanism can guadually be improved on commercial trust company,the functions of the goverment. China is rural land trust mechanism is widely spread in the whole country.
