"The Belt and Road, the information first" is the consensus of the industry. Electronic information industry invests "the Belt and Road" not only promote their restructuring and upgrading, can also penetrate other industries, accelerating the overall construction pace of "the Belt and Road".Electronic information industry into the "the Belt and Road" country is facing its own large-scale, complex problems,and when "landing" the host country also subject to the constraints of barriers to entry, in reality, there are some cross-border investment failures because of the wrong way, entering the mode selection has become an important process in cross-border investment.This paper analyzes the export, contract, international portfolio investment and foreign direct investment from four ways. Export and contract to enter "the Belt and Road" relative lack, international portfolio investment is common in countries with weak minority capital of Israel, and Singapore, there are a lot of cases by way of foreign direct investment into the "the Belt and Road" country. The third chapter summarizes the theory on the basis of some scholars, and analyses influencing entry mode choice factors from the level of investment, the investment environment of the host country level, policy-level and cultural factors. Selecting 6 explanatory variables, buildding binary logistic empirical analysis model of choice for enterprise-owned or joint venture in Chapter four. The results of the analysis are: electronic basic industries are influenced by the factors of investors, information application industries are influenced by the investment environment of the host country, information service industries is affected greatly by the factors of cultural and policy.Putting forward reasonable suggestions from the foregoing analysis in chapter V:(1) small and medium enterprises should expand the proportion of entering "the Belt and Road" countries in trade and contract, large companies should have the courage of foreign direct investment;(2) electronic basic industries should be implemented localization patented innovations, efficient use of Asian investment bank financing;(3) the application of information industry should seek host country policy support, efforts to improve the investment environment of the host country;(4) information service should be good to eliminate the influence of cultural differences, flexible use of various international entry mode.
