A Research On Reversed Effect Of TBT To China’s Export Enterprises

Technical barriers to trade have become a new active means of protectionism because of its characteristics of concealment and flexibility. Technical barriers to trade(TBT) are one of the main important factors hindering developing countries’ international trade, it is particularly important to deal with TBT effectively and reduce trade losses. Over the years, the research on TBT mainly focus on the negative effect of trade, but in recent years, with the development of research on theory of TBT,some scholar’s research found that TBT also has positive effect of trade. TBT can stimulate export enterprises to have a technical innovation, and export enterprises implement a new round of export, it is called reversed effect of TBT in the paper.In the paper, it has been discussed that the existence and implementation conditions of reversed effect of TBT through a combination of theoretical and empirical analysis method. Theoretical analysis is based on heterogeneous enterprise hypothesis, then according to the logical thinking that TBT from nonexistence to pass into existence, build an economic model under the constraint of TBT, compared with a basic economic model in open economic environment. Theoretical analysis has proved the reversed effect of TBT is objective existence, and analyzes the implementation condition of the reversed effect. In the empirical analysis, the article build a multiple linear regression equation which is based on the gravity model of trade, China’s electromechanical product export to EU is selected as sample, it is because that the EU’s TBT has impacted the export China’s products, and China’s electromechanical enterprise’s technological level has improved in recent years, the reversed effect of TBT maybe existence in this sample. In order to verify the reversed effect of TBT, a number of factors, including China’s export electromechanical goods prices index, China’s labor wage index, Enterprise innovation investment, were choose in to the empirical model, the results show that the reversed effect of TBT exists objectively, but also support for the theoretical hypothesis.Each additional10%TBT bulletin number, trade volume increased to 0.87%.All the research draws some conclusions: the reversed effect of TBT is an objective reality, the implementation of reversed effect of TBT rely on enterprise innovation; implementation conditions of reversed effect of TBT include the ability of enterprise innovation, and enterprise innovation can bring positive benefits, these are related to technology gap, the final product price, labor wage, innovation investment,technology innovation success rate. The research on reversed effect of TBT not only enrich the theory of TBT,but also provide a new way to break TBT and upgrade technology level for export enterprise.
