Evaluation Of Urban Intensive Land Use In The Coal-mining City Of Heilongjiang Province

In the urban system in our country, we put the dominated by coal mining industry’s energy base is defined as the coal resources city. Though the surveys we found that in most of China’s Provence resource-based cities is universal, however,due to uneven distribution of coal resources, which led to the line side wide,long situation is widespread coal resource-based cities in our country,in the process of mining, lead to land for coal mining land collapse problems are becoming more and more serious, especially in the process of mining and a large number of cultivated land resource is occupied by a mining and inevitably, the coal resource-based cities generally exists the phenomenon of extensive utilization of land, we must face these common problems. Specifically, coal resource-based cities in the process of urban development, industrial structure adjustment of the problem and the success of the sustainable development of the coal resources city ha ve great relationship with the land use problems, thus to coal resources city land intensive utilization research is imperative.This article in absorbs the domestic and international related research and experience, on the basis of four in Heilongjiang province coal city, Jixi, Shuangya shan, Qitaihe, Hegang as the study area. By studying the four coal city of Heilongjiang province, the rent of land theory, location theory, resource scarcity theory as a guide theory, combined with the method of literature analysis, mathematical model method, the dynamic analysis method,qualitative research and quantitative research methods, from the economic potential, potential social and ecological potential three aspects of constructing the index system, using the analytic hierarchy process(AHP)and entropy value method to determine the weight of 16 indexes, and through 16 factors related to SPSS19.0 analysis, from 2004 to 2013 the land intensive utilization and space-time distribution difference to conduct research and analysis.According to the evaluation results, related to the effective countermeasure were put forward to support four coal cities in Heilongjiang province level of intensive utilization of land. The results show that in 2004-2013 in Heilongjiang province coal urban land intensive utilization evaluation results as the foundation, according to the evaluation standard of intensive use of urban land use, it can be seen that Heilongjiang province coal overall level of intensive urban land showed a trend of steady rise. 2004-2006, some of the Heilongjiang province coal city is not good for the utilization of land,belong to the land intensive utilization Ⅳ level in the hierarchy, 2007-2013, intensive type of Heilongjiang province coal city, belong to the land intensive utilization Ⅲ level in the hierarchy. Fixed asset investment,and the earth are GDP, the rate of coal mining mechanization, coal output, urban population and land growth elasticity coefficient, coal mining face average monthly progress index is the main factors influencing the urban land intensive utilization of coal. With the continuous mining of coal resources, the formed surface below the hole, collapse of mined-out area and lava destroy the land, the city construction, road traffic, communications, electricity and other infrastructure land use, vegetation and groundwater system have been a certain degree of damage,some even brought a terrible threat to the local people’s life security, and cause many problems such as population relocation move home.Visible,it is very urgent to control coal city of economical and intensive problem.
