Along with the rapid development of urbanization and industrialization, increasing contradiction between the urban land supply and demand, the urban land resources as a carrier of all human activities, have become increasingly prominent in the economic and social sustainable development. But the land resource of the immobility of geographic location, quality and scarcity makes the difference of the different parts of the land resources utilization degree, combined with the existence of contradictions between the economic development the number rising land and land scarce attribute, the urban land intensive utilization has important significance to improve the efficiency of urban land intensive utilization, and promote economic output and the level of economic development. Therefore, more attention has been paid to the study of intensive utilization of land. On the basis of many scholars research results, the theory of land diminishing returns, element substitution theory and the theory of “the threshold”, the paper put to our provincial scale of urban land intensive use as the research object, reveal that the configuration relationship of land and capital elements should have a reasonable range, for obtaining economic benefit maximization and the highest degree of land intensive utilization, in capital investment instead of land owing to the high land prices. Paper uses the land capital stock to characterize urban land intensive utilization degree, and there should have a judgment whether it is reasonable, which is named the threshold condition and constitute the judgment standard of urban land intensive utilization rationality of capital investment. Selecting C-D production function as the theoretical model, and then improving it, we establish a threshold regression model, and calculate threshold method, with GDP to be explained variable, all capital stock as threshold variable. According to the results, we use panel data to establish a piecewise regression model, and study different urban land use economic benefits corresponding to two kinds of all capital investment scale stages. Researching differences effect efficiency of capital stock were put into their different scale, which caused by five kinds of drivers, such as the per capita GDP, the density of urban population, technological progress, the land market development degree and government regulation, and then, we put forward the corresponding optimization mode of urban land intensive utilization countermeasures. The main conclusions of the article are as follows:(1) According to threshold estimation result, the threshold value estimation that all the capital stock is 900.57 yuan/m2, so the city capital input is divided into short and reasonable two types, represented by the difference between present value and the critical value of the all capital stock. The average capital stock has significant positive effect on urban economy, when it is greater than the threshold. When the all capital stock is less than(or equal to) the threshold, it is regard as the inadequate scale stage.(2) Whether the intensive use of urban land is in the lack of average capital stock scale stage, or the reasonable stage. The development of economy and the increase of the population agglomeration have a positive role in promoting the average capital stock, which is the capital investment.(3) In the relative lack of capital and land more ample stages of economic development, technological progress does not have an obvious increase of urban capital. In the stages of economic development that relative abundant of capital and scarcity of land, the increase of urban capital efficiency in the production of technological progress may still can not evident in a short time, owing to the existence of its lag effect.(4) On the one hand, the lack of market-based degree of land has certain restrain effect on optimizing the allocation of resources, on the other hand, the mechanisms which include price, supply and demand, competition and profit distribution are subject to a greater degree of distortion and affect the capital investment benefit. When the intensive use of urban land is in the reasonable scale stage of average capital stock, the stronger promoting function of land market for urban intensive land use began to emerge and inspires land users to enhance investment in unit of capital for intensive utilization of land, with the experienced development of land market and gradually mature land market development degree.(5) There will always be accompanied by “market failure” in the land market, moderate government intervention can be offset to some extent. But it is non-appropriate in the early and have a non-significant role in promoting the average capital stock, the allocation of land and capital is not always optima. When the intensive use of urban land is in the reasonable average capital stock scale stage, it shows a significant positive effect on the increase of the average capital stock that is the explanatory variables.
