Since the reform and opening up, the development of China’s service industry has made great achievements.2015 full year, the tertiary industry accounted for the gross domestic product (GDP) reached 50.5%, the service sector has become the largest industry in the national economy. Undeniably our services industry still have some shortcomings, mainly for the structure is irrational, the production level of services is not high, international competitiveness is not strong, lack of professional service personnel and so on. How to overcome difficulties and promote the services faster and better development, is an important issue facing our country. In this regard, some scholars Standing on the perspective of "road of urbanization", point out that our country’s unreasonable urbanization policy for a long time (ie, too much emphasis on small towns, inhibit the development of big cities) inhibited the development of China’s service industry.This paper argues that this view is justified, but on the argument for the conclusion "big city more conducive to the development of the service industry," lacks of scientific and comprehensive mechanism, empirical analysis, it often confined to the subjective understanding or the phenomenon of surface level, lacks of academic rigor. In this regard, this paper analyzed the question from mechanism and empirical two perspectives, to sure whether the size of the city has a significant impact on the development of the service industry, and what kind of impact it has, what the impact mechanism is.Specifically, the aspect of mechanism study, this article through literature research and inductive deductive method, draw a dynamic mechanism diagram of how the urban scale affect the service industry, and consider because the "Allyn Young theorem", personnel gather, Agglomeration economies, bjg city is more conducive to the development of consumer services, more conducive to the formation of talent accumulation and productive service industry and can generate agglomeration economies, and thus more conducive to the development of services. Empirical research, "City area resident population" as the indicator to measure of the city size, "the proportion of value added services in GDP,""services density" and "per capita value added services" and by calculated "comprehensive Assessment services score’to reflect the development of the service sector of the city. Analysis findings that, the empirical research conclusions is Consistent with the conclusions of mechanisms analysisi, metropolitan indeed more conducive to the development of services, but also in economically developed areas, urban scale and the development of the service sector has larger correlation coefficient, indicating that the more in economically developed areas, more attention should be paid city size’s promoting role in services sector development.Finally, according to research findings, we propose three policy recommendations: appropriate to increase the metropolitan planning, construction, limiting the sprawl of small towns, as well as a attempt construction of a similar large cities like Tokyo.
