Since reform and opening-up, coastal cities of China, thanks to its unique and advantageous geographical conditions, rapid socio-economic development, resulting in rapid urbanization process directly affects the local socio-economic and ecological sustainable development.Basin of the city as good conditions for the development of the city, is the primary limiting conditions in urban land-use change.In geographic location, natural environment, culture and customs Fujian and Taiwan are similar, and Fujian province in the middle stage of industrialization, urgently need to learn from experience in urban construction and development, while Taiwan Province has entered a post-industrial stage of development.Therefore, the typical city under different stages of socio-economic development between Fujian and Taiwan basin of land use change and its driving factors and comparative study of the ecological effects of meaningful, not only in cities can be found in the limited resources within the basin land-use changes, and can provide a reference for the sustainable development of the city. Respectively, Basins center of Fuzhou and Taipei as research areas, study the two cities basin land-use change and its eco-environmental effects since the 90’s. The main achievements are as follows:(l)Basins of research areas have spatial and temporal differences in land use and land cover change.With the support of ENVI, ERDAS IMAGINE and ArcGIS software, remote sensing datas and other related dates, help me to extract the range of Fuzhou and Taipei basin and information of LUCC among 1989/1990-2013.From the amount of land use perspective, Fuzhou basin area is almost 2.19 times as Taipei basin. As the important land use type in the basin, in 2013 Fuzhou basin area of urban construction land is 1.78 times as Taipei. The areas changes of grassland in Fuzhou and Taipei basin present different characteristics. From 1989/1990 to 2013, the area of forest and grassland keep increasing in Taipei basin Center, in Fuzhou Basin, the area of forest and grassland will be increased after increasing reduction trend.From structure of land using perspective, in1989/1990 year, the area composition structures among Fuzhou and Taipei basin are very different. By the year 2013, the land use structure emerging similarities, grassland and forest is the second major component.From the perspective of land-use changes, in 1989/1990 to 2013, retention of urban construction land in the Taipei basin is higher than in Fuzhou basin. Retention rate of agricultural land in Fuzhou basin is higher than the Taipei basin, and contributes to urban construction land and grassland.From the perspective of index and rate degree of land use change, during the study period both land use index has increased in varying degrees, and in Fuzhou is more obvious. Land use index in Fuzhou basin has been less than the Taipei basin, and in 1989/1990 there is the biggest gap, in 2006 gap is smallest.(2)In limited area of basin, development of city is a very complex of process, by factors of natural geographical, economic development, population growth, traffic facilities construction, and policy planning. In addition, because of above effect factors, cities, experiencing with different economic development stage of regional, will present different features in regional land using changes, and land using strength.(3)Researches of vegetation coverage and Heat Island Effect show that:in longitudinal perspective, with construction area increasing, The areas of green land and Heat Island Effect are gradually increases. Spatio-temporal distribution of construction is as same as the increasing of NDVI and green land.Especially in 2006-2013 the area of Heat Island Effect is declined, Heat Island Effect regional from relative concentrated downtown to around dispersed. In lateral perspective, the NDVI and green areas in Fuzhou increases faster than Taipei, which reflects that in Fuzhou and Taipei basin, City Green Development is better. In Fuzhou urban the development of economy does not necessarily bring eco-environment deterioration in the quality. On the contrary, urban development and ecological environment quality is getting better. While ecological environment significantly improved in Fuzhou and Taipei basin, the higher land use intensity of urban, promote economic development. Thus there are more powers for improvement of ecological environment.
