Research On Pension Adjustment System For Urban Workers Of China Under The Reform Of Dual Systems

The elderly stage is the stage which each member of the society must go through. As an important part of the social security system, the endowment insurance can provide the one losing ability to work in old age with material support. Urban workers are the main component of our country’s labor force. In 2014, the government started the reform of dual systems between the ones working for the government and public institutions and the ones for companies. The endowment insurance for urban workers covers a large number of persons. Since 2004, the government keeps improving the level of pension for urban workers by policies and it has experienced 12 times jump until 2016. Though it provides an effective protection for retired members, the non-institutionalized pension adjustment system has also brought some problems.The researching methods used in this paper include literature research, comparative analysis and statistical analysis. Firstly, this paper analyzes the developing process, current situation and problems of the pension adjustment system of urban workers in China by collecting the relevant research data and statistical data, puts forward the question, the methods, the innovations and shortcomings of this paper. Secondly, this paper mainly introduces the developing process of pension adjustment system of urban workers and points out the problems of this system. Thirdly, tries to explore the measures for China through the comparison of the developed countries’experience in pension adjustment system. Finally, this paper tries to put forward the assumption of building an institutionalized pension adjustment system for urban workers of China associated with the price index, wages index, economic development and the degree of aging. And by the analysis of theory and statistical data, this paper points out the measures we should take in building the institutionalized pension adjustment system of urban workers such as adhering to the principle of moderate, considering comprehensive indicators and promoting a standardized operation.Through the above analysis, this paper draws the following conclusion:our country has not established the institutionalized pension adjustment system of urban workers. The current pension adjustment method which depends on administrative orders brings great pressure on the operation of the endowment insurance system. Therefore, we should establish the institutionalized pension adjustment system of urban workers associated with the wage level, the price level, the economic development and the degree of aging to promote social justice and sustainable development.
