Along with the rapid development of domestic economy, the urbanization process become faster. Under the urbanization tensile force, the rural population emerge a unidirectional migration to cities. The explosive growth in the urban population is more than the bearing capacity of the city, which bring more urban enormous pressure and severe damage around environment problem. On the contrary, rural present the opposite picture, and still keep a piece of pure land. People are more eager to return to nature. More and more residents in the city go to the country to experience the simple peasant life and enjoy the beauty of the clear rural view. Rural tourism around city arises at the historic moment.At home, the rural tourism has become the important part of the tourism industry. Which can meet the demand of urban residents for short-term out, and which can promote the development of rural economy. It can alleviate the differences between the urban and rural. The influence on local communities were discussed and analyzed through empirical method and historical literature method. Through combing the concept of rural tourism at home and abroad, for definition of the concept of the rural tourism, community, community participation, etc. The article through the domestic and foreign research situation of rural tourism, we can review the comprehensive impact on the community. Finally, the article research the relationship between community involvement and rural tourism from the level of community participation.In addition to historical literature method, the paper discuss the first successful cases, too. It also do research on rural tourism of Chongming island. Doing research that is through different development objective data and subjective questionnaire survey of local residents, to discuss the effects of the development of rural tourism to the local community. The objective data according to the level that is different,we can divide into different levels named the effects of community environment, economic and cultural. Mostly, we use the Chongming island data before and after to find out the rural tourism development to the local community direct or indirect impact.Such as industrial structure adjustment, income increase, the widening gap between the rich and the poor, increase the rate of employment, is economic aspect. In the culture, it can improve the level of the protection of traditional culture, but it also has triggered a homogeneity phenomenon. Environmental impact is mainly includes the influence on the natural environment and the human environment. Base on the impact of these objective data, the local community residents’ perception of the impact is analyzed and discussed through the local rural tourism of questionnaire and on-the-spot interviews.In perception analysis, the article selects the 21 indexes.by factor analysis,21 indexes were divided into three main factors. They are residents perception on economic growth, the perception on the living environment changing, the perception on consciousness changing. It can analyze the strength of the different indicators of perception from different numerical analysis of the questionnaire, then use F test to analyze the cause of the perceived differences. We can find out the problem under the community participation in rural tourism, through the analysis of the rural tourism impact on the community of objective and subjective influence of residents’ perception. This result is in order to Put forward the strategy about the sustainable development of Chongming island. In the last part of the article, It puts forward the appropriate measures to solve the problems which is from the rural tourism of Chongming island.
