Comprehensive Evaluation Of The Circulation Mechanism Of Rural Land Trust

In recent years, innovating the land transfer model has become an important topic inthe development of rural economy in china. According to the characteristics of China’s ruralland system, many districts actively explored the land transfer model. In 2014, the centralrural conference pointed out the need to improve the policy and innovate mechanism. in2001, Keqiao district in Zhejiang Province(the former Shaoxing County) was the first inChina to carry out the transfer system of land trust, it boldly innovated the rural landtransfer model, and greatly promoted the development of modern agriculture in china. Atpresent, the national rural land contractual management right’s certification work hasstarted, the peasants are given more property rights; it has important significance inpromoting the land circulation.Therefore, this paper is divided into four parts to explore the lack of China’s rural landtrust circulation, and provide reasonable suggestions. It can provide effective referencesuggestions for the government in the management of land circulation.The first part discusses the basic problems of China’s rural land trust circulation,researches background and significance of the China Trust circulation of rural land, anddiscusses scholars’ study about land trust mechanism from property right system,governmental functions, the laws and regulations.The second part begins with the concept of rural land trust transference and the relatedtheory, and discusses the practicability of carrying out rural land trust transference in Chinafrom the importance, the policy and legal aspects.The third part is the core content of this paper. Case study of Keqiao district inZhejiang Province, using AHP and fuzzy evaluation method analyses the key factor aboutaffecting rural land trust circulation’s performance in order to construct a set of reasonableland trust circulation performance evaluation system from economic performance, socialperformance, ecosystem performance, and makes the comprehensive evaluation of ZhejiangProvince, Keqiao district land trust model.The fourth part analyses the influencing factors of land trust performance in Keqiaoarea through the evaluation result, sum up experience and deficiency of the land trustcirculation of the District of Keqiao.Trough the above analysis, China’s land trustmechanism can gradually be improved on property right system, the functions of thegovernment and the financial system. China’s rural land trust mechanism is widely spreadin the whole country.
