The circulation of rural land has drawn much attention under the background of building a new socialist countryside, which is closely related to the large-scale operation of agriculture, the transfer of rural labor force, and the harmonious development of ecological environment. In recent years, rural land circulation in Henan Province has achieved an orderly development, which is characterized by the constant expansion of of its scale, the diversification of its form and subject, the higher level of its economic, social and comprehensive benefit above that of the national average. Despite the achievements mentioned above, some problems with rural land circulation in Henan Province remain. Based on the goal and function of rural land circulation, this thesis selects thirteen indexes to evaluate the comprehensive performance of rural land circulation from economic, social and ecological aspects, and adopts analytic hierarchy process(AHP) method to determine the weight of each index. aiming at building the index system of rural land circulation performance, analyzing the factors that influence the rural land circulation performance in Henan in an all-round way, and figuring out the unique characteristics of the circulation performance in Henan and at which level it arrives nationwide.By carrying out a data analysis of relevant index of rural land circulation of 2006, 2010 and 2014, a result has been found that the growth rate of its comprehensive, economic, social, and ecological performance reaches 26.23%, 16.03%, 99.03%, and-42.25% respectively. The obvious growth of both economic performance and social performance whereas the annual decline of ecological performance reflects that Henan Province has ignored the protection of ecological environment while it was developing the large-scale operation of agriculture. During the analysis of factors that that influence the rural land circulation performance, another result has been revealed that such factors as industrial structure, degree of urbanization, proportion of ecological agriculture, and transaction cost also have an influence on the economic, social and comprehensive benefit of rural land circulation.Taking the problems that arise into consideration, full respect shall be paid to the current land system within the framework of current land law system, which is followed by respecting farmers’ efforts in exploring rural land circulation reform in practice gradually, giving play to the decisive role of the market, and improving the rural land property system. The government shall bring its macro-control function into full play so as to establish a market system in which the rational flow of labor force, land, capital and commodities and so on is available, solve the employment problem of rural labor force as well as the allocation problem of agricultural resources properly, encourage and support the development of leading agricultural companies, develop rural cooperatives vigorously, and promote the transition of traditional agriculture toward modern agriculture. The rational and legal flow of rural surplus labor force can be made possible by the state and government to strengthen farmers’ willingness to transfer their land resources and bring its own economic resources into towns at the same time by working out a scientific and rational outline for the transition of rural labor force, increasing its guidance in polices, pushing forward urbanization, optimizing industrial structure. It not only helps the large-scale and industrialized operation of rural land resources, but also drives the economic development of towns. As rural land falls within the scope of non-renewable resources, special attention shall be paid to its destruction and exhaustion during the process of land circulation. Therefore, efforts shall be made to achieve the unification of the economic, social and comprehensive benefit of rural land circulation by reaping higher comprehensive benefit at less cost of agricultural resources and establishing a mechanism that stimulates the rational use and conservation of agricultural resources.
