The Empirical Research On The Impact Of Trust On PI County Government To Cultivated Land Transfer Intention

The cultivated land transfer, as all we known, is an effective way to solve the current problem like small rural land scale of operation and low agricultural efficiency, which is of great significance to optimize the distribution of cultivated land resources, improve the utilization efficiency, promote the increase of farmers’ income and rural economic development. However, the status of the rural land transfer in China did not achieve the desired policy effect, while the total area of the cultivated land transfer goes to new peaks. Therefore, active exploring of the influencing factors and the way of rural collective land transfer, especially in the context of City-Country Duality system, has important practical significance in promoting the innovation of land management system, the rational and optimal allocation of land resources and capitalization of rural collective land.Trust relationship plays an indispensable role in the social life, which is the foundation of the healthy operation of the market economy. Cultivated land transfer is essentially a transaction, so trust relationship can not be ignored in the operation of rural cultivated land transfer. The villagers’ trust to the government is mainly from the grass-roots government, so the villagers’ trust to the grass-roots government occupies a very important position in which to the whole government trust system. In the cultivated land transfer in recent years, however, the local government forced and interfered in transfer by administrative means that greatly weakened the villagers’ willingness of cultivated land transfer. If the land transfer can not be carried out in an orderly manner, it will not only hinder the development of modern agriculture, but also affect the social stability of rural areas. Therefore, it is of great significance to study the attitude and the trust degree of the villagers to the government.From the perspective of villagers’trust to PI County government, this study first of all summarizes the research literature about the rural land system and cultivated land transfer of domestic and foreign. Then, on this basis, by establishing a Logistic regression model combining with survey data in the five towns of PI County, the effects of trust for rural cultivated land transfer decision is analyzed from four angles of cadres, the government’s ruling ability, the service, and the democratic construction. The study found that the index of democracy construction and the ability to solve the problem of cadres has little effect on government trust, and the government trust has a positive effect on the transfer of cultivated land while eliminating the impact of these factors. Incorruptibility, abilities of making policy adjust to local conditions and degree of financial disclosure is positively related to the cultivated land transfer intention; That the opinion channels unblocked or not, public opinion feedback timely or not is not obvious correlation with the will of farmland circulation. At the same time, this intention will also be affected by income, health, number of family labor force and the transfer object. Finally, on the basis of the research conclusion, targeted specific policy recommendations are put forward. Which is of great significance to promote the rural land transfer and improve the administration efficiency.
