The Government Role In China’s Urban And Rural Dual Economic Structure Transformation Of The Development And Evolution Research

Development of urban-rural relations all over the world unavoidably transit from split and opposite state to eventual integration, developed countries have basically achieved the integration of urban and rural societies, however, in developing countries, urban and rural societies are still conflicting. It’s general rule of human society that urban-rural relations will change from dual to unitary, however the solution is different for the cause of the dual structure is multiple. A typical representative of China’s most developing countries, the government plays a significant role in the transformation of the dual economic structure, therefore we should attach importance to the government role when we seeking for the solution of the problem in the dual economic structure.On the basis of dual economic theory and Marxism’s urban-rural relations theory, the central government put forward the strategic goal that urban and rural societies must develop as a whole, and highlighted government’s role in the urban-rural economic transformation, in this thesis, the aforementioned issues will be systematically studied and discussed, from the following aspects:First, systematically introduced the classical theory of dual economic structure, by analyzing the urban-rural relations theory raised by Marx and Engels, the author found their idea about how conflicting relationship between urban and rural societies would transform to harmony provided significant guidance for the development of our country, at last, the author discussed the origin and development of dual economic theory.Second, by researching the change of government’s role during the transformation of urban-rural dual economic structure, the author pointed out that, the appearance of dual economic structure oriented from the priority of heavy industry during domestic development. The adjustment of governmental policies sometimes strengthened dual structure while sometimes weakened it, and government taking urban and rural development as a whole weakened dual structure. The author also analyzed government’s deficiencies on the transformation of urban-rural dual economy and the formation of this problem.At last, the author gave some advises targeting the existing problems of government in the transformation of urban and rural dual economic structure, and pointed out that the government should be aware of its position and coordinate the relationship between the government and market, step up effort to perfect regulatory system and innovate public service supply system and optimize the relationship between the government and the market, and eventually achieve the goal of harmonized urban-rural development.
