| City infrastructure is the foundation of city development and progress,is indispensable in people’s lives.The security of Beijing Tianjin Hebei coordinated development is put forward and Xiongan new construction,speeding up the urbanization process,put forward many new opportunities and challenges to the construction of infrastructure in Hebei province.Hebei province city infrastructure only rely on the traditional government investment the construction can not meet the current needs,at this time,heavy task in the background,how to crack the problem facing the development,suitable for the road for the city infrastructure construction is an urgent task.In recent years,the national development and Reform Commission,promoted by the Ministry of Finance in all parts of the infrastructure.The field began to gradually apply the PPP model,which provided a useful reference for the construction of urban infrastructure in Hebei ProvinceIn this paper,the theory of public product and project distinction theory,explore how to make the city infrastructure construction PPP mode effectively applied in Hebei province.The present situation of Hebei city infrastructure financing status is discussed,found that there is a government debt investment subject single and etc.obstacles that the PPP mode into the province of Hebei city infrastructure construction is feasible.Then on the basis of previous studies,from the use of economic factors,social influence,project construction,AHP and expert scoring method,the four dimensions of the operation ability of building the index system,the provincial capital of Hebei To demonstrate the applicability.The paper also summarized by Britain,the United States and Australia has three typical successful experience the countries and regions,on the basis of the advanced experience,discusses the related problems of Hebei city infrastructure construction and application of the PPP model,provides the beneficial reference for the relevant departments. |
