China is a country which has a strong power of food consumption and food-producing ability. The development of food manufacturing affects the developing of the regional economy, the populace’s cultivation the agriculture developing speed, the increasing of farmers’ income and the socialist new rural construction business. For many years, food industry in China has been at the the state of continuous development and expansion, however, the development of food manufacturing is greatly depending on the continuous increasing of the quantity, and relying less on the promotion of technical efficiency which can promote a great progress on their development.and quality. So making a promotion of technical efficiency in China’s food manufacturing becomes an important and urgent task. In order to promote the development of China’s food manufacturing through the ascension of technical efficiency, what the first important problems should solve are:which level the existing technical efficiency of China’s food manufacturing has been in ? How large the gap is between the invalid region and effectively regional in technology and why? These problems are what this research is going to solve.This study was based on a lot of statistical data, Using statistical analysis technology and increasingly widely applied technical efficiency evaluation method-data envelope analysis method (DEA), to describe the developing status of China’s food manufacturing, summarize the basic characteristics of the development of China’s food industry, calculate and evaluate the operation efficiency (technical efficiency) of the provincial food manufacturing,.There are also comparative analysis on regional technical efficiency difference and the analysis on differences causes have been made., Finally, puting forward efficiency improvement Suggestions to promote the efficience of Chinn’s provincial food manufacturing operation. The main research contents and conclusions include:1.Based on the research of existing problems related to the food industry development, the necessity and the pointcut of this study have been pointed out, that is, from the perspective of food manufacturing technology efficiency (business efficiency),to study and analyze the problems of the development of China’s food industry.2. Based on six years of China food manufacturing basic statistical data from 2002 to 2007, and through analyzing the status of China’s food manufacturing operation,, we could find basic features which the overall stituation of China’s food manufacturing operation shows:continuous expanding industry,,the intensity of capital and labor continue to improve, sales revenue has grown rapidly; the proportion of the cost in the overall is increasing, earnings has improved, and the growth of industry investment has slowed down.3. In the same way,based on six years of the statistical data from 2002 to 2007, and using the data envelopment analysis (DEA) comprehensively evaluated the technical efficiency of China’s provincial food manufacturing management and had a regional comparison analysis. First, average technical efficiency. From 2002 to 2007, the average technical efficiency of China’s food manufacturing presented a W curve fluctuating change, which dropped to 0.859,in 2003 while it was 0.885 in 2002, and rose to 0.888 in 2004, then dropped to 0.860 in 2005, after that it has been rising to 0.902 in 2007. The fluctuating trend of the average technical efficiency value, showed that our food manufacturing management level is not very stable. There is not much difference of technical efficiency among the 4 big areas in China, Eastern, Central,Western and Northeast,.Second, the pure technical efficiency. During 2002 to 2007, the changing trend of the pure technical efficiency and technical efficiency of China’s food manufacturing was also presenting a W curve fluctuation. At first it dropped to 0.888 in 2003 while it was 0.900 in 2002, and rose to 0.902 in 2004, then dropped to 0.885 in 2005, after that it was rising to 0.922 in 2007. The accordance of the changing trend of technology efficiency with the pure technical efficiency, showed that our food manufacturing technology efficiency was largly influenced by food manufacturing pure technical efficiency effects. That is to say, it is influenced by the optimal degree of resource allocation proportion of input facters Therefore, in order to improve our food manufacturing operation efficiency, we should first set it from the optimized allocation of facters of production. The pure technical efficiency gap among 4 big areas, the Eastern, Central and Western and Northeast, is small. Thrid, the efficient scale..The number of provinces in China whose food manufacturing,which has increasing returns to scale was about 8-15. In China, there were 6 provinces whose returns to scale in food manufacturing is stable, during 2002,2003 and 2005 And in 2004,2006 and 2007 the number is 14,.While there were about 4-8 procinces had a diminishing returns to scale. The food manufacturing generally present stable or diminishing returns to scale in the eastern region According to the trend of Central and West, due to its food manufacturing is still in its infancy, so most of them (the middle part is 54.55%,the west part is 54.55%), their production and business operation is in the stage of increasing returns to scale..Expanding the scope of operation, will be able to achieve the utility that the economies of scale bring to them, The northeast region’s food manufacturing is mostly in the stable returns to scale, and the rate can reach as much as 44.44%,.It shows that the current food manufacturing should, moderately enlarge the operation sclae. on the basis of the stable situation.4. Based on the above analysis of these aspects, the countermeasures to enhance China’s food manufacturing operation efficiency are put forward:integrating the investment of production factors of food manufacturing enterprises to improve the allocation efficiency of production factors. Optimizing industrial structures, so that we can have a rational planning of overall layout food manufacturing. Continue to support high-quality food manufacturing enterprises in the eastern, and encouraging the enterprises to keep their stable business scale. In addition, eliminating batch of enterprises which have low productivity, or narrowing its business scale., Supporting the emerging food manufacturing enterprises vigorously in the midwest to encourage them to become bigger and stronger. Taking the advantage of established food processing zone of the food manufacturing in the northeast, to expand local enterprise business scale appropriately. Taking the regional comparative advantage into full play, to develop China’s food manufacturing. The eastern region mainly take advantage of their capital and technology.Central and Western areas mainly take advantage of their rich agricultural resources (raw materials), and abundant Labou. Northeast areas mainly depend on the original foundation, and promote industrial technology innovation. Strengthening technical research and development investment, in order to improve the contribution of technical progress in food manufacturing in GDP growrh. Optimizaing food manufacturing enterprise organization structures, to improve production concentration,and create a group of high-quality food manufacturing enterprises.
