Factor Inputs?Technical Efficiency And The Growth Of China' Food Economy

Food security is a vital event,China'government has always attached great attention to food security,and always took development of food economy as a government priority.This article will integrate the inputs and technical efficiency in the process of food production into a same research framework,study China's grain growth problem under the new situation of agricultural supply side structural reform.First of all,accounting of the contribution rate.The first part of the article,by selecting the time series data,using the extended C-D production function and solow residual method,studied the contributions of land investment,capital investment and labor input to grain growth and the affecting of disaster from 1994 to 2015,get the following conclusions:(1)Capital contribution to the grain growth is the largest,followed by the labor input,and the minimum is land,capital and labor were two most important factors to the promotion China's grain growth.(2)In recent years,most of the provinces whose capital structure index increase mostly distribute in eastern and central China,higher capital structure index province often have high land output value annual growth rate,that support these provinces food the cause of the rapid economic growth is mainly for the increase of capital investment;At the same time,large-scale regional transfer of agricultural labor force that makes the most of China's labor factor index structure is on the decline.(3)from the elements of the structure of the overall change in the two periods,capital input change is our country the provincial grain growth and the main reasons for the differences,the contribution of labor change times,land change on the unit has a little influence on the change of the average annual growth rate.Second,calculation of technical efficiency.The second part of this article,according to the related parameters of the 31 provinces panel data,using DEA-Malmquist index model method to measure grain production technical efficiency,get the following conclusions:(1)The national comprehensive grain production technical efficiency is still low,the scale efficiency and pure technical efficiency is still have room to improve;(2)Due to the differences of regional economic geography and resources endowment,led to a bigger difference between provincial food production technical efficiency;(3)There exist a space convergence phenomenon between provincial food production technical efficiency,there has a strong spillover effect of technical efficiency in the economically developed areas and the major grain-producing areas,In parts of grain production technical efficiency of spatial convergence ripple effect exists,and in parts of grain production technical efficiency of spatial convergence scale effect;(4)Due to the restriction of functional areas resources endowment conditions and the influence of food science and technology development level,there exist a big difference of technical efficiency in China's grain production area.Third,assessment of interactive impact.The third part of this article,Respectively using production frontier(PFA)empirical analysis method and stochastic frontier analysis(SFA),analyzing on the factors of agricultural labor force and capital two basic structure change influence on grain production technical efficiency,get the following conclusions:(1)Structural change of agricultural labor force is mainly characterized by "aging" and "feminine" and "human capital" three aspects,the change of agricultural labor force structure has a significant influence on grain production technical efficiency: aging increased grain production technical efficiency,feminine significantly reduces the technical efficiency of food production,and human capital for grain production technical efficiency has a significant role in promoting;(2)Food for capital mainly comes from finance support agriculture economic development,agricultural credit funds,peasant household's own money,and the rural collective funds,etc.,and our country finance supporting agriculture budget farmers own capital plays an promoting role in grain production technical efficiency,and the agricultural credit capital and rural collective of grain production technical efficiency promoting effect is not significant;(3)In terms of the respective provinces and autonomous regions from the sample funds into different regions of the influence of the structure of grain production technical efficiency are different.Based on the above research conclusions,From the elements in the perspective of structural optimization and technical efficiency and paper,we lead to the following policy implications: First of all,stable grain planting area,increase capital investment of grain production,speed up the pace of rural surplus labor transfer is a basic way to stable food production;Second,adjust measures to local conditions,maintaining moderate grain production scale,improve the technical efficiency of food production is the fundamental way to promote grain growth;Third,speed up technology research and development promotion,reduces and the internal differences between the various functional areas,pay attention to the food production area balance is a necessary way to keep food economic sustainable development;Fourth,relieve the contradictions of agricultural labor age structure and sex structure imbalance,strengthen rural human capital investment is an effective way to guarantee grain growth;Finally,optimize the structure of grain development funds,raise the level of capital utilization is an important approach to promote improvement of grain production technical efficiency.
