A Study On The Coordinated Development Characteristics Of Speed And Quality On Urbanization Of Shandong Province

As important superficial characteristics of urbanization system, population urbanization and land urbanization are coupling, interacting and closely related economic and social phenomena. The coordinated development of the spatial-temporal characteristics and the coupling degree is a benchmark which is a dynamical test to the urbanization on the healthy functioning and the level of performance.In the process of rapid urbanization, due to the uncertainty of the external environment and the excessive government-led Urbanization Growth Supremacism, rational allocation of resources are always distorted. The pursuit of the speed of urbanization exceeds the optimization of quality and causes the "space-time mismatch" between population and land, which is embodied in the "city construction" led by local government, the coexistence of growing house prices and semi-urbanization population in the first-and second-tier cities and the frequently appeared crisis of "ghost city" or "empty city" caused by the real estate bubble and the lack of population in third-and fourth-tier cities.Healthy urbanization is a balanced growing process of quality and quantity. From the aspects of the external rate characteristics of the population urbanization and land urbanization, or their connotation evolution and coordination standard, the balance between quality and developing speed should be the key to advance urbanization.. Based on the scientific mastering of the coordinated development level and features of speed and quality on population-land urbanization, the further extension of research scale to the county unit and the full play of the rational planning regulation in allocating population, land, economic resources etc. in the developing scale, speed and time sequence and key points etc., this paper draws lessons from geography, physics and other related knowledge areas and adopts quantitative and qualitative methods to develop a model to coordinate and measure the urbanization speed. The model measures the expanding coordination of population and land urbanization in108cities of Shandong province form2006to2011and summarizes and appraises the coordinated developing characteristics from the aspects of integral, regional, city scale and types. The developing coordination in the quality of population-land urbanization in108cities of Shandong province in2011is measured and the integral, regional and city scale and types and the coordinated developing characteristics are summarized and evaluated.. On this basis, the evaluation results that whether the urbanization speed and its quality of108cities are coordinated or uncoordinated are became binary matrix four times model by two-two combination, and the levels of coordinated development are subdivided into nine kinds of relationship types to reveal the features on the coordinated development of population and land urbanization in county-unit of Shandong Province. The function mechanism of coordinated development between speed and quality, which is influenced by the excessive government-led urbanization and the city spatial expansion, is cleared up. The proper regulation strategies are put forward for different speed-quality matching types. Finally, some suggestions are proposed to balance the development between population urbanization and land urbanization.
