The development of economic globalization has intensified the competition between enterprises. In order to win in the competition, increasing product R & D input, improve the core competitiveness and sustainable development capacity has become the consensus of medical industry, the success or failure of the research and development of new products will directly affect the enterprise’s survival and development. But research and development of drugs, pharmaceutical intermediates often has failure rate is high, high cost, development cycle long, in order to avoid R & D risk, increase revenue must to strengthen the effective management of the R & D process, efficient, the quality and quantity of the finished pharmaceutical intermediates customers custom project development. In this paper, the research and development of general performance indicators to stimulate the development of innovative awareness, improve R & D personnel’s independent research and development capabilities, and enhance their competitive strength. The research perspective is put on the scientific and technological innovation oriented enterprises, taking Z company as an example, analyzing and studying the general performance index system of Z company’s research and development.First of all, the paper introduces the related theory and method of performance and performance index, points out the four sources of performance indicators, performance index design principle, the analysis of the R & D post performance index and based on Balanced Score Card Method of R & D post performance index research.Secondly, it introduces the basic situation of Z company, the position distribution of Z company and the status of Z company’s R & D post performance index. Analysis of the current status quo of the development of Z company and the existing problems of the rationality and existing problems.Finally, the strategic task of Z company R & D post performance index from the enterprise development strategy and R & D post bear, corporate culture, mainly business processes and responsibilities of comprehensive analysis. From the perspective of a complete source index and the performance index of design principle follow angle on the efficacy of performance indicators put forward improvement ideas, and puts forward Z R & D post common performance indicators improved scheme that Z company’s R & D department performance management system can be effectively implemented, continued to improve and optimize the design, and yield some elicitation and reference to other enterprises.
