With the rapid development of economic globalization and intensifies of the international competition, the Chinese enterprises are facing unprecedented challenges in the new market environment. In order to establish their competitive advantage and keep a good market share, the companies are expected to consider the human resource management in strategic perspective. As a scientific and efficient means of modern management, performance management are getting more and more attention and recognition.Mining is the basic industry of the national economy, providing resources and support for socialist construction and making tremendous contributions. Performance management is an important methods, means and tools to improve the productivity of mining companies. But there exist many defects in the performance management of mining companies,.For example, the performance management evaluation does not match with the corporate strategic objectives,;heavy short-term performance while ignoring the long-term development, performance evaluation operability is not strong. State-owned enterprises are the main body of China’s mining companies, the management mechanism of which is not entirely market-oriented, but is influenced by a series of political and social factors. These non-market factors reduced the value of performance management, which restricts the value of management. In order to enhance the role of the mining enterprise performance management, maximize the utilization of mineral resources, and make a full use of mineral resources in national economic development, China’s mining enterprises need an effective performance management system.But as most domestic enterprises, especially state-owned enterprises have a biased understanding of the performance management and original institutional constraints and other reasons, there are always some questions in the companies’performance management, such as mismatch of the prevalence of corporate performance management and strategic goals, paying great emphasis on short-term performance while ignoring the long-term development and the difficult of the implement of the performance evaluation. In the fierce competition, how to establish a scientific, systematic performance management system for the Chinese state-owned enterprises’ own characteristics and ensure its effective operation in order to further improve the overall management and performance is a practical problems needed to be resolved immediately.In this paper, we select the mining companies ZK corporate’s performance management system for the study. To resolve the problems in the ZK company’s existing performance management system, we use the advanced performance management theory and methods to improve the level of the corporate’s performance management in order to keep continuous performance improvement. In the optimization of the performance management, we establish a scientific and reasonable performance evaluation indicators first: based on the corporate strategic goal, we use the Balanced Score Card and Key Performance Indicators to build enterprise-class KPI, department-class KPI and staff departmental level KPI, set the performance standards and determine the index weight by Analytic Hierarchy Process; secondly, we optimize the process of performance management implementation, including performance planning, performance coaching, performance evaluation and performance feedback; then the results will be applied to the operation of other human resources modules for its full effectiveness; finally, according to the ZK company’s situation, we establish a security system to ensure the smooth implementation of the performance management optimization program.
