The Research On The Development Of Agricultural Land Trust

Land is the survival and development of farmers’living security, which is the most basic production of farmers. Recently, with the continuous reform of China’s rural policy, land efficiency has been improved greatly, but at the same time it leads to the increasing number of rural land issues and highlights. Since the new China found, Chinese rural land policy has experienced many changes, from the collective land collective management to the household contract decentralized management, and then to the transfer of rural land management rights. With the continuous development of the market economy, small-scale operation hasn’t adapted to the needs of the development of modern agriculture.Land circulation is the inevitable of modern agriculture development, land subcontract, lease, exchange, rent and other forms. Land trust is a new form of land transfer, our country law stipulates clearly:rural land transfer process mustn’t change the nature of collective ownership, mustn’t damage farmer household contract rights and interests, and must not change in land using. Therefore, due to the constraints of the laws and regulations on the land, the circulation of rural land in our country can just be the circulation of contracted management rights.This paper in Helong City land trust as the research object, in order to implement the "Three Rural Issues" as starting point, according to summary and analysis about rural land circulation and managed and references to the literature related to the land trust of the theory of domestic and international experts and scholars, combined with the domestic and international success experience about rural land trust, analysis of the current situation of land managed and look forward to the land trust’s future development ideas and countermeasures.At present, China’s rural land trust in the process of the main problems including: First, the contradiction between farmers’demand diversification and management; Second, the problem of land managed the standardized management; Third, the risk of land trust; Fourth, the difficulty of land managed cooperatives financing; Fifth, land pipe support cooperative preferential policy issues.
