On one hand, mobile communication technology has great impact on the whole society, so, how to realize the commercialization of mobile communication’s generic technology is the problem that we need to think further. On the other hand, the key role of the business model in the process of technology commercialization has been widely recognized by the theoretical and practical circles, the value proposition is not only the soul of business model, but also the most active innovation dimensions. So, the key of successful commercialization of new technology lies in how to realize the generation and innovation of value proposition. This paper focuses on the formation process of the value proposition in the commercialization of mobile communication generic technology.Firstly, this article sort out the domestic and foreign scholars’ theoretical research on commercialization of new technology, generic technology, mobile communication technology and value proposition. Secondly, we though card the mobile communication generic technology’s occur and go to the fail market combine with Jolly’ commercial model, construct the mobile communication generic technology’s commercial model, divides it into 4 key stages that is design, research, Incubation verification and commercial,3 linking process namely seek support, promote cooperation and market mobilization, then analyzed each stage’s key tasks, participators, technical status and expected results. Besides, this article based on Pennine’s theory, analyzed the industrial level, company level and operational level’s value proposition’s generation. Lastly, in order to verification the result of this article we choose Jiangsu province as an example.This paper based on mobile communication generic technology combine with correlation theory constructed business process model and value proposition generation process model, it has a certain reference significance to the theory research and practice of the commercialization of mobile communication generic technology.
