Pharmaceutical manufacturing is a basic and strategic industry of national economy. It’s about people’s livelihood. As one of the most development potential of new and high technology industries in our country, it has obvious characteristics such as high resource input, high technology innovation level, high economic and social benefits. Pharmaceutical manufacturing of strong technology research and development, new product market monopoly, has been a key support and development of important industries in our country. In recent years, high demand of pharmaceutical market makes pharmaceutical manufacturing developed rapidly. The number of the pharmaceutical industry is rising, and production of the pharmaceutical industry is increasing. But most of Chinese pharmaceutical manufacturing is developed by low level repeated numerous enterprise production. The technology innovation efficiency of industry is low and weak. Compared with developed countries, pharmaceutical industry of our country is in the middle and low of industry value chain. The pharmaceutical industry has less new products by independent research and development. It produces more imitation and raw material. Therefore, we need to study the technological innovation efficiency and its influencing factors of the pharmaceutical manufacturing in our country to improve technology innovation capacity and international competitiveness of China’s pharmaceutical industry. It is of great practical significance.We choose pharmaceutical manufacturing as research object. First of all, the article analyzed current situation of pharmaceutical manufacturing development and technological innovation in our country from area and child industry. We found that more generic products have been produced by pharmaceutical manufacturing. There is a gap between industry and area. Based on research scholars at home and abroad for reference, we build evaluation index of technical innovation efficiency, use DEA and Malmquist index analysis method, from two aspects of static and dynamic analysis to evaluate the technical innovation efficiency of regional pharmaceutical manufacturing. The study found that technological innovation efficiency of the pharmaceutical manufacturing has been effectively improved in our country. But there is still a larger gap between the central and western regions. And the change of technological innovation efficiency is mainly caused by the change of technological progress. On the basis of the evaluation of efficiency, we use panel data model to study the impact factors on technical innovation efficiency of the pharmaceutical manufacturing. The results show that investment in research and opening to the outside world promote the development of technical innovation efficiency and technical efficiency in China. And enterprise scale, human capital quality and government support have no role in promoting. Finally, combining with the full text of the theory and empirical research, from company, industry and government, give suggestions for the pharmaceutical manufacturing to improve the technical innovation efficiency.
