Research On The Technical Innovation Efficiency And Influence Factors In Chongqing’s Pharmaceutical Industry

With the growth of the people’s awareness of the people’s health care and the launch of health-care reform, the effect of pharmaceutical industry become more prominent, and facing some new development opportunities. Although Chongqing’s pharmaceutical industry has made some development and achievements, and formed its own characteristics and advantages, but there are still some questions in Chongqing’s pharmaceutical industry. Such as: insufficient in research and development investment, low self-innovation capability, and lack of creativity and so on. The exposure of “poison capsules” and “plasticizer” in 2012 exacerbated the severe situation faced by the pharmaceutical industry. How to break through the severe situation, seize the new opportunities for development, has become a big problem to be solved.First, on the basis of “input ~ output” principle, this paper built an innovation performance evaluation system in Chongqing, Beijing, Tianjin and Shanghai’s pharmaceutical industry, and used the BCC model to make a static analysis of the technology innovation efficiency of Chongqing, Beijing, Tianjin and Shanghai’s pharmaceutical industry from 1998 to 2012.The results showed that, on the whole, the efficiency of technological innovation in Chongqing, Beijing, Tianjin and Shanghai’s pharmaceutical industry showed a fluctuating upward trend. And the technical innovation efficiency of Chongqing’s pharmaceutical industry is at a higher level, although Chongqing located in the western region. The efficiency of technological innovation in Chongqing’s pharmaceutical industry has reached optimal state, while there are still some problems in other cities. Beijing and Tianjin are invalid due to the common influence of pure technical efficiency and scale efficiency. Shanghai is mainly caused by the lack of scale efficiency. This paper also used Malmquist to make a dynamic analysis of the technology innovation efficiency of Chongqing pharmaceutical industry from 1998 to 2012.The results suggested that the innovation performance level of Chongqing pharmaceutical industry was high,and has achieved a huge growth in the past fifteen years.This,however,depended more on the contribution of technological progress than that of the technical efficiency.Second, this paper put forward some basic hypotheses on the influence factors which affect the technical innovation efficiency in pharmaceutical industry from four dimensions: corporine, government support, market environment and natural resources, and built an OLS model to do empirical research on those influence factors. The results show that: the research and development investment intensity, the growth ability of enterprise, government’s investment and the resource endowment have a positive effect on the technological innovation efficiency, while human capital investment, state-owned enterprises, market exposure and financing environment have a negative effect.Finally, based on the research conclusion, to advance Chongqing’s pharmaceutical industry, this paper put forward some corresponding policies and suggestions, such as: intensify government’s support, highlight the main role of enterprises in technological innovation activities, and promote the reform of state-owned enterprises and so on.
