Research On Optimizing Comprehensive Plan Index System Of Wind Power Enterprises And Its Application

As the speeding up of new power reform, the competition of power market is becoming more and more standard and fierce, so it brings new demands for management of the power enterprises comprehensive plan. Every power generation group insists on the theory of "thought values, efficiency guides", and they begin to start the new process of comprehensive plan-"plan management overall, performance assess to all stuffs", demanding to move forward a single step to optimize, integrate the comprehensive plan in target range, build target model efficiently, and quantify the target performance assess strictly in exploring and researching deeply.This text use comprehensive plan index systems and its application in performance appraisal of the wind power enterprise that writer belongs to, which analyzing and researching the comprehensive plan index systems of building, optimizing, managing, and implement. Through internal and external environment, the implementation of the current situation and existing problems in recent years of comprehensive plan management, we can design a set of suitable electric power system reform, conforming the reality of wind power enterprises, covering each parts of production and operation, motivating all the employees to participate, and completing the working objectives and tasks from plans of superiors.This article systematically consolidate the concept and connotation of comprehensive plan management, discussing the historical evolution of electric power enterprises in comprehensive plan management, analyzing the existing problems and deficiencies of the current wind power enterprises in comprehensive plan management and performance assess process, clearing up and optimizing the key plan index of wind power enterprises, using KPI to realize the key performance assess of enterprises to departments, and raising feasible schemes of "plan management overall, performance assess to all stuffs" to power enterprises.In this paper, the author hope, through the analysis the specific case of his working place, he can find out the application of general principles and methods in optimizing comprehensive plan index system in performance management of wind power enterprises, aiming to offer reference of wind power enterprises of having similar requirements and confused in management, and giving thinking and enlightenment to relevant management personnel.
